ICT Procurement Specialist

ICT Procurement Specialist manages the purchasing, sourcing, and contract negotiations for technology hardware, software, and services. This role will be required for an initial term of 6 months + option to extend by 6 months. During the initial term, the resource will be required to work full time to 31/01/27 and part time (0.5 FTE) for the remainder of the initial term. Option to extend for another 6 months is part time, at 0.5 FTE. Key duties and responsibilities Work with technology managers and Senior Executive Leaders to deliver contract management & procurement solutions, ensuring business objectives are met, value for money is achieved and in compliance with the PGPA Act 2013 and government procurement policies. Provide end-to-end delivery of high value/strategic and complex procurements as well as low value/simple procurements. This includes providing advice and guidance on procurement and contract management strategy, preparing and finalising approval documentation, preparing and finalising tender and contract documentation in consultation with the business and legal advisers, as required. Assess and report on procurement and probity risks, managing tender evaluations, and driving project delivery within tight timeframes. Conduct procurement and contract management activities utilising Australian Whole of Government Arrangements and Federal Government Panels such as Digital Marketplace, Software Marketplace, and Hardware Marketplace. Stay ahead of technology market trends and maintain deep knowledge of emerging technologies and changing supplier landscape. Manage relationships with key internal stakeholders to ensure their business needs are understood and stakeholders are kept informed on the progress of their projects. Provide specialist advice to stakeholders on the model of contract to be used including considered advice on associated legal and business issues. Facilitate robust contract change control process to ensure any variations to contracts are risk-assessed to ensure there is no adverse impact to resourcing, funding or delivery schedule. Manage any variations to ensure financial and non-financial implications are assessed and value for money is maintained. Provide advice and guidance to enable the business to establish the correct level of Indemnity and insurance in contracts via risk assessment methodology. Build and maintain relationships with peers from other government agencies to influence the implementation of government procurement policies/mandates; and Assist in the negotiation of terms and conditions and pricing with external suppliers and legal representatives in conjunction with internal and external legal partners. Provide advice and guidance to the business on ongoing contract management. Support the Senior Manager, Technology & Digital and team and undertake additional responsibilities as required.   Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Detailed understanding of PGPA and CPRs including experience in managing complex sourcing activities and the application of IT, to deliver the procurement requirements. 2. Demonstrated capability and capacity to understand the information technology business context in the provision of procurement services within the broader Agency context. 3. Demonstrate compliance with the Workplace Gender Equality Act 2012 by supplying a letter of compliance either with the submission to an approach to market or before entering into a contract.
