Program Manager

Program Managers coordinate the delivery of multiple related projects and other change activities, which may include business-as-usual activities. Key duties and responsibilities The Services, delivered in collaboration with and under supervision by nominated AFP personnel, include, but are not limited to, the following:  Lead the planning, coordination, governance and delivery of complex ICT programs comprising multiple interrelated projects and workstreams.   Develop and maintain program roadmaps, delivery plans, schedules and governance frameworks to support strategic business and ICT objectives.   Manage program scope, budget, resources, risks, issues, dependencies and benefits to ensure successful delivery outcomes.   Provide strategic advice and recommendations to senior stakeholders on program direction, priorities, delivery risks and investment decisions.   Establish and maintain effective program governance arrangements, including reporting, assurance activities, decision-making processes and stakeholder engagement mechanisms.   Monitor and report on program performance, milestones, deliverables and outcomes, ensuring alignment with agreed objectives and organisational priorities.   Lead the identification, assessment and management of program risks, issues and dependencies, implementing mitigation and escalation strategies where required.   Manage relationships with internal and external stakeholders, including business representatives, delivery teams, vendors and service providers, to support successful program outcomes.   Oversee procurement, contract and vendor management activities associated with ICT program delivery, ensuring value for money and compliance with procurement requirements.   Ensure program outcomes comply with AFP policies, standards, security requirements, legislative obligations and government ICT frameworks.   Support organisational change management activities to enable the successful adoption of program outcomes and realisation of anticipated benefits.   Foster a high-performing, collaborative team environment, supporting capability development and organisational outcomes.   Drive knowledge sharing and capability uplift across teams to strengthen organisational maturity.   Ensure compliance with AFP requirements through robust record management and oversight of project documentation and information.  As part of the services, the Seller must ensure personnel:  Maintain current knowledge of information technology practices and technical disciplines through ongoing professional development.  Establish, develop, and sustain effective business relationships and professional networks across the organisation and broader stakeholder environment.  Contribute to and support the implementation of improved ICT practices, standards, and procedures.  Provide mentoring, coaching, and training to support capability development across teams.  Operate effectively within a small team environment and contribute to broader Command objectives.  Demonstrate accountability for the accurate and timely delivery of work in line with quality requirements, while sharing expertise and providing guidance to less experienced personnel.  Ensure the accurate recording and management of information and documentation in accordance with buyer requirements and established governance practices.  AFP Work Level Standards:  AFP Band 8 Work Level Standards to apply.  AFP Work Level Standards  Essential Skills for role level per APS JFF:  Program Manager  Essential Skills for role level per APS JFF:   Performance management level 5  Portfolio, programme and project support level 4  Project management level 5  Quality management level 6  Stakeholder relationship management level 6  The AFP reserves the right to engage further suppliers for the same services if required utilising this RFQ. Any offer of engagement will be made within 6-months of the RFQ release date.  Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Solution * The extent to which the potential supplier’s response meets the AFP’s requirements as set out in the ATM documents * Demonstrated experience in senior program management or related fields. * Demonstrated experience leading, managing, planning and executing complex Information and Communications Technology projects, or components of major ICT programs. * Demonstrated experience in managing and coordinating procurement activities in a government environment. • * Demonstrated experience in implementing enterprise-wide ICT solutions. * Ability to adhere to AFP standards and practices. * Ability to gain and maintain necessary clearance. 2. Ability to deliver * The extent to which the potential supplier demonstrates its capability and capacity to provide the requirements. * Demonstrated highly developed oral and written communication skills, particularly in reporting, presentation and consultation. * Strong ability to negotiate with relevant internal and external stakeholders on complex and time-sensitive program deliverables * Ability to create and maintain program documentation in accordance with program requirements and methodologies 3.
