Senior Data Analyst

The Department is seeking a suitably experienced Business Data Migration and Data Governance Officer to support the secure transition, governance and business readiness of complex claims, financial exposure and injury management datasets into Microsoft Fabric and related enterprise data environments. The role will work directly to the Business Data Steward and operate in alignment with the Chief Data Officer’s enterprise data management framework, ensuring project activities support consistent data governance, stewardship, quality, security and business ownership outcomes across the Department. The role is also expected to work closely with the Enterprise Data Architect, business subject matter experts, ICT specialists, cyber security advisers, Legal Services and privacy representatives to translate enterprise data, privacy and technology requirements into practical business-focused activities and deliverables. Key duties and responsibilities The successful resource will provide hands-on business data migration and data governance support including data profiling, cleansing coordination, mapping, validation, issue management, business sign-off support, privacy and security coordination, and preparation of fit-for-purpose artefacts to support project governance and transition to business-as-usual operations. Key Responsibilities Data migration execution: Work with the Enterprise Data Architect, ICT specialists and business subject matter experts to translate the high-level data migration plan into detailed action items, and support the extraction, profiling, cleansing, mapping, transformation, migration and validation of legacy claims, financial exposure and injury management datasets into Microsoft Fabric and related enterprise data environments.Data profiling and quality remediation: Analyse and document data quality issues, business rules, exceptions, lineage gaps and remediation activities to support trusted migration outcomes and business acceptance.Data governance and stewardship: Support the development and implementation of data governance arrangements for the business area, including data ownership, stewardship, metadata, data dictionaries, access controls, retention considerations and ongoing issue management.Security and access controls: Work with ICT and cyber security teams to support appropriate access models, role-based access controls, row-level security, sensitivity labels, auditability and secure handling of personal and sensitive information.Privacy, legal and regulatory compliance: Work with Legal Services, privacy officers and privacy lawyers to support Privacy Threshold Assessments (PTA), Privacy Impact Assessments (PIA) and related advice, and to maintain alignment with applicable privacy, records, security and statutory reporting obligations.ICT integration and toolset coordination: Work with ICT architects, integration specialists, platform administrators and toolset owners to support integration planning, data movement, reporting, testing, operational readiness and handover activities.Governance reporting and assurance: Prepare concise project artefacts, decision material, risk, issue and assumption inputs, status updates and evidence packs to support project governance, assurance activities, audit readiness and executive reporting. Expected Deliverables Data migration plan, inputs, including source data assessment, mapping documentation, cleansing logs, migration registers and validation evidence.Data governance artefacts, including draft data dictionaries, metadata inputs, stewardship arrangements, access control considerations and issue management processes.Privacy and legal coordination outputs, including inputs to Privacy Threshold Assessments, Privacy Impact Assessments and related action tracking.Security and access control inputs, including role-based access requirements, sensitivity labelling considerations and evidence to support secure handling of PROTECTED and sensitive data.Business readiness material, including user guidance, process notes, sign-off checklists, decision briefs and handover documentation. Key Skills & Requirements Experience: Minimum of five years’ demonstrated experience in data migration, data governance, data quality, business data analysis or related delivery roles, preferably in complex government, regulated or sensitive-data environments.Technical knowledge: Demonstrated understanding of Microsoft Fabric, Microsoft data platform concepts, data integration patterns, reporting environments and secure data-handling practices.Governance capability: Experience supporting data dictionaries, metadata management, data ownership, stewardship arrangements, access controls, data quality controls and evidence-based assurance activities.Privacy and legal collaboration: Demonstrated ability to work with Legal Services, privacy officers and privacy lawyers to support Privacy Threshold Assessments, Privacy Impact Assessments, privacy collection notices and related privacy-by-design activities.Security clearance and information handling: Baseline security clearance as a minimum, with demonstrated judgement and ability to access, manage and work with information classified up to PROTECTED where authorised, including sensitive personal and operational information.Stakeholder engagement: Strong ability to work across business, ICT, cyber security, enterprise architecture, data governance, legal, privacy and vendor stakeholders, and to translate technical and governance requirements into practical business actions.Communication and documentation: Strong written communication skills, including the ability to prepare concise artefacts suitable for project governance, executive reporting, audit, assurance and procurement contexts.
