Program Management Office (PMO) Assurance Officer

The Senior Project/Program Management Specialist is responsible for providing strategic leadership, assurance, governance, and portfolio management expertise across complex digital and technology programs. The role leads a small team of PMO assurance professionals and serves as a trusted advisor to senior executives, program leaders, and delivery teams to improve delivery confidence, governance maturity, and portfolio outcomes. The position supports the Director, Portfolio Management Office (PMO), in the establishment, operation, and continuous improvement of portfolio, program, and project management practices, ensuring alignment with organisational priorities, governance frameworks, and delivery objectives. Key duties and responsibilities PMO Assurance Leadership Lead and manage a high-performing team of PMO assurance professionals, fostering a culture of accountability, collaboration, and continuous improvement. Provide mentoring, coaching, and professional guidance to project managers, program managers, and delivery teams on assurance practices and delivery excellence. Act as a trusted advisor to divisional executives, program sponsors, and delivery leaders on project, program, and portfolio performance. Identify, manage, and escalate risks and issues that may impact team performance, assurance activities, or portfolio outcomes. Portfolio Assurance and Review Activities Lead independent project and program assurance reviews across complex initiatives. Assess delivery confidence against approved scope, schedule, budget, benefits, governance, and quality objectives. Identify emerging delivery risks, issues, and dependencies and provide evidence-based recommendations. Facilitate review workshops and develop practical remediation and improvement plans with program owners and stakeholders. Monitor implementation of review outcomes and track progress against agreed action plans. Ensure assurance activities support successful delivery outcomes while promoting transparency and accountability. PMO Governance and Portfolio Management Support the Director, PMO in shaping, establishing, and operating enterprise PMO functions across project, program, and portfolio management disciplines. Develop, implement, and continuously improve PMO frameworks, governance controls, methodologies, and reporting processes. Ensure divisional assurance controls remain aligned with organisational governance requirements Maintain oversight of portfolio health, delivery performance, risks, dependencies, and investment outcomes. Drive maturity uplift initiatives that strengthen portfolio management capability and delivery effectiveness. Stakeholder Engagement Build and maintain effective working relationships with stakeholders at all organisational levels, including Senior Executives, and delivery teams. Influence strategic decisions through the provision of expert advice, analysis, and recommendations. Facilitate review meetings, and executive discussions to support informed decision-making. Drive collaboration across business and technology functions to resolve complex issues and improve delivery outcomes. Represent the PMO in strategic initiatives, governance boards, and cross-functional working groups as required. Leadership and Corporate Responsibilities Motivate, coach, and support PMO team members to achieve business outcomes. Contribute to workforce planning, performance management, capability development, and continuous improvement initiatives. Participate in performance discussions and staff development activities as required. Proven experience operating within Project Management Offices (PMOs), Portfolio Offices, or Assurance functions. 3. Extensive knowledge of project, program, and portfolio management methodologies, frameworks, and governance practices. 4. Demonstrated ability to conduct assurance reviews, identify delivery risks, and develop practical improvement recommendations. 5. Experience developing and refining PMO methodologies, standards, processes, and reporting frameworks. 6. Exceptional stakeholder engagement skills with the ability to build credibility and influence senior leaders. Desirable criteria 1. Experience delivering services within government or public sector environments. 2. Experience developing digital and technology strategies supporting organisational transformation. 3. Experience working directly with senior technology executives 4. Experience establishing or uplifting enterprise PMO and portfolio management capabilities.
