Job description

The Department of Climate Change, Energy, the Environment and Water (DCCEEW) is seeking an experienced Systems Analyst to support the modernisation of the Full Carbon Accounting Model (FullCAM). FullCAM is a nationally significant environmental modelling platform that supports Australia's land sector greenhouse gas accounting, carbon stock estimation, environmental reporting and carbon-related policy outcomes. The FullCAM platform is undergoing a significant modernisation and cloud transformation initiative, transitioning from legacy technologies to a scalable, cloud-native architecture built on Microsoft Azure and modern data and analytics capabilities. Working under the direction of the Solution Architect and Application Architect/Technical Lead, the Systems Analyst will play a key role in analysing existing applications, databases, integrations, reporting solutions and data assets to understand current-state functionality and inform future-state solution design. The role requires strong technical analysis capabilities across application, data and analytics domains, with a particular focus on reverse engineering legacy systems, identifying business rules and calculation logic, understanding data lineage and documenting system behaviour. The successful candidate will work closely with architects, data engineers, developers, testers, scientists and business stakeholders to translate complex business, scientific and technical requirements into clear and actionable specifications supporting delivery of the modernised platform. The Systems Analyst will work across complex scientific, geospatial, modelling and reporting capabilities that support greenhouse gas accounting and environmental reporting. The role will analyse modelling workflows, simulation processes, calculation engines, integrations, reporting platforms and data assets to support migration from legacy platforms to modern cloud-based architectures. Key duties and responsibilities The successful candidate will: •    Analyse and reverse engineer existing applications, databases, integrations, data flows and reporting processes to understand current-state capabilities, dependencies and constraints. •    Analyse existing data models, schemas, relationships and transformation logic and contribute to future-state data model and information architecture design. •    Perform detailed analysis of SQL Server databases, stored procedures, data structures and reporting solutions. •    Analyse SSAS/OLAP cubes, dimensional models, measures, dimensions, calculations and reporting behaviour to understand existing analytical capabilities and support future-state design. •    Trace data end-to-end from source systems through transformation, modelling, storage and reporting layers to identify business rules, calculations, dependencies and data lineage. •    Analyse application codebases, including .NET, C++, Python and similar technologies, to identify business rules, calculation logic, integrations, data transformations and system dependencies. •    Analyse current-state and future-state business processes, modelling workflows, simulation processes, information flows and operational capabilities to inform solution design and modernisation activities. •    Analyse modelling workflows, simulation inputs and outputs, environmental datasets and reporting processes to identify business rules, calculations, dependencies and future-state requirements. •    Analyse and document business rules, calculation methodologies, validation processes and reporting requirements supporting scientific and environmental outcomes. •    Analyse data lineage, data quality, metadata, auditability and traceability requirements to support system design, reporting obligations and regulatory requirements. •    Support analysis of scientific calculation engines, validation processes and reproducibility requirements to ensure modernised solutions maintain the integrity of environmental and carbon accounting outcomes. •    Investigate and document data reconciliation, validation and quality assurance processes supporting modelling, analytics and reporting outcomes. •    Investigate system behaviour, data anomalies, reconciliation issues and data quality concerns and work with technical teams to determine root causes and remediation approaches. •    Analyse user access patterns, reporting requirements and business processes to ensure critical capabilities are maintained or enhanced through modernisation activities. •    Work closely with scientists, GIS specialists and business stakeholders to understand domain concepts and translate business and scientific requirements into technical specifications. •    Work collaboratively with Solution Architects, Application Architects, Data Engineers, Developers and business stakeholders to define application, integration, data and analytics requirements. •    Translate complex business, scientific and technical requirements into detailed system specifications, data mappings, process models, acceptance criteria and delivery-ready work items. •    Develop and maintain data mappings, requirements traceability artefacts and supporting documentation for analysis, migration and testing activities. •    Produce and maintain high-quality documentation including functional specifications, interface specifications, process flows, data flows, system diagrams and technical analysis artefacts. •    Define and document integration requirements, API interactions, data exchange patterns and system interfaces. •    Support impact assessments, solution option analysis, change assessments and technical investigations to inform architecture and design decisions. •    Assist development and testing teams by clarifying requirements, expected system behaviour, business rules and transformation logic. •    Support data migration, validation, reconciliation and testing activities associated with application and data modernisation initiatives. •    Ensure analysis outputs align with departmental architecture standards, security requirements, data governance principles and Australian Government ICT policies and frameworks. Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. Demonstrated experience analysing and reverse engineering complex, bespoke or legacy systems, business processes, integrations, data flows and system dependencies to support application, data and reporting modernisation initiatives. 2. Strong experience analysing and designing data models, schemas, relationships and transformation logic. Demonstrated experience in tracing, data lineage, reconciliation, data quality analysis, and translating findings into future-state system requirements. 3. Strong SQL and database analysis skills, with hands-on experience working with .NET, C++, Python or similar technologies. Demonstrated ability to navigate codebases, analyse business logic, trace transactions, identify failure points and undocumented system behaviours. 4. Experience working with data warehousing, OLAP technologies, dimensional modelling and analytics platforms, including analysis of measures, dimensions, calculations, queries and reporting behaviour, and supporting migration to modern cloud-based analytics platforms. 5. Demonstrated ability to translate complex business, scientific and technical findings into clear system requirements, functional and technical specifications, interface definitions, data mappings, acceptance criteria and delivery-ready work items. Experience maintaining traceability from current-state capability through design, implementation, testing and acceptance is required. 6. Demonstrated ability to facilitate technical discovery with developers, architects, scientists, GIS specialists, data engineers and business stakeholders. Strong written communication skills and experience converting incomplete, fragmented or tacit knowledge into clear, maintainable and reusable system documentation. Desirable criteria 1. Experience with SSAS/OLAP technologies and modern data and analytics platforms such as Microsoft Data Lake, Azure Databricks, Azure Data Factory or equivalent cloud-based solutions. 2. Working knowledge of Python and data analysis concepts, including data preparation, transformation, data validation, statistical analysis and automation of data-related activities. 3. Experience working with environmental modelling, carbon accounting, greenhouse gas reporting, geospatial systems, simulation platforms or other scientific and computational modelling environments, where reproducibility and auditability is critical.
