High level job description Systems Analyst - Portal/App Designer provides specialised business and systems analysis and functional design services to support the delivery, enhancement and ongoing operation of critical aged care digital services across web applications, portals built using .NET and mobile applications. The role works collaboratively with business, policy, project, user experience and technical stakeholders to analyse requirements, develop fit-for-purpose solution designs, and support successful delivery of system enhancements, releases and operational improvements. Overall description The Systems Analyst - Portal/App Designer is responsible for delivering business and systems analysis, interaction and functional design, and solution support services for the organisation's digital portals, web applications and mobile applications, including associated integrated systems. The role works closely with business, policy, project, architecture, user experience, technical and external stakeholders to understand business and user needs, analyse impacts, and develop accessible, fit-for-purpose solutions that support the delivery and ongoing improvement of critical aged care digital services. The Systems Analyst - Portal/App Designer contributes across the full solution lifecycle, including requirements analysis, workshop facilitation, interaction and functional design, build support, test support, implementation and post-release activities. The role supports both project delivery and operational sustainment, ensuring solutions align with established patterns and standards while enabling enhancements, regulatory changes and reform initiatives. The position requires strong communication, analytical and problem-solving skills, demonstrated experience designing digital products, and the ability to manage dependencies across interconnected applications and technology platforms. Through effective stakeholder engagement and collaboration, the Portal/App Analyst helps ensure digital solutions are usable, accessible, aligned with business objectives and deliver positive outcomes for users and customers. Key duties and responsibilities The Systems Analyst - Portal/App Designer will be responsible for: Partnering with business analysts and staff at all levels within the department and external agencies to determine business and user requirements Negotiating scope within technical and resourcing limitations Planning and facilitating workshops with business and external stakeholders to clarify requirements and present design solutions Working closely with architects, user experience designers, product design assurance and developers to ensure solution and functional designs are feasible and follow established patterns and standards Developing and documenting detailed functional design specifications, user stories, wireframes, prototypes, mock-ups, diagrams and other design artefacts Peer reviewing colleagues' design deliverables and undertaking confidence checks of built functionality Providing advice on the relative risks of project-related activities Coordinating the implementation of solution designs with relevant stakeholders Analysing and resolving design issues raised during development and after go-live Transferring skills and knowledge to departmental officers To be an effective systems analyst-designer working in a multidisciplinary team, the candidate is required to have: Minimum SFIA Level 4 A tertiary qualification or equivalent experience in ICT 3-5+ years of demonstrated experience in IT systems analysis and design for digital products built using .Net technology, such as web applications, portals and mobile applications. Candidates whose experience is limited to website design and development are not being sought Prior experience working in the Australian Government on large and complex ICT systems Extensive experience designing web applications, portals and mobile applications Knowledge of the Australian Government Digital Service Standard, including web accessibility requirements An understanding of designing for a wide variety of users, including people with accessibility needs Experience in interaction design The following experience is highly desirable: Experience working in a large organisation undergoing digital transformation Experience applying user-centred design approaches within a waterfall systems development lifecycle Experience working with agile development teams The specified personnel may be redirected to assist or work on other projects or activities outside the branch of initial assignment.
