Job description
Role: EL2 Program Manager The EL2 Program Manager (Labour Hire) is responsible for leading and coordinating the end-to-end delivery of several cross-functional projects that aims to improve the integrity of the National Disability Insurance Scheme. Working with your technical delivery counterparts, change managers and stakeholders you will translate the programs goals & vision to a program roadmap, backlog, and delivery schedule that supports the program to deliver on its intended benefits whilst also meeting the government milestones. The EL2 Program Manager (Labour Hire) will also apply Agile concepts to facilitate planning & execution of the projects. Supplier Briefing: A supplier briefing will not be held for this role Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Responsibilities of the role include but are not limited to: Communicate the program vision, goals, roadmap, and ensure alignment and buy-in from key stakeholders. Work with the program manager & delivery stakeholders to manage the schedule, resources, risks, dependencies, and issues, and ensure timely and effective resolution. Establish and maintain several project backlogs, prioritise and plan the program increments and iterations with project stakeholders. Facilitate reporting and proactively monitor health metrics and identify & take corrective action to keep committed government milestones on track. Apply agile principles and practices to the assigned projects, such as iterative and incremental delivery, feedback loops, retrospectives, and continuous improvement. Lead various agile ceremonies such as sprint planning, daily stand-ups, sprint reviews & retrospectives ensuring alignment to best practises. Monitor and report on the assigned projects progress, performance, and outcomes, and ensure transparency and visibility to all stakeholders. Communicate effectively with stakeholders in a variety of forums and serve as the primary point of contact for the day to day the assigned projects delivery. (NOTE: the key responsibilities of the role are based on current priorities and may change over time) Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. Demonstrated minimum 5 years’ experience managing cross functional projects with a focus on utilising agile methodologies. 2. Extensive experience in delivering and applying agile methodologies. 3. Strong knowledge and understanding of the integrity challenges and opportunities and the ability to translate them into actionable and measurable program goals and outcomes. 4. Strong communication, collaboration, and influencing skills, and the ability to work effectively with senior leadership, stakeholders, and teams across the organisation. 5. Experience delivering with cross functional teams across business areas, enabling services, external stakeholders and technology. Desirable criteria 1. Qualifications related to Program / Project / Agile methodologies 2. Strong working knowledge in one or more of the following areas, Identity, Payment/Claim Processing or Integrity.
