Job description

The Network Technical Monitoring System (NTMS) has been in operation for more than 30 years and presents increasing operational, safety, and regulatory risk. Key issues include ageing infrastructure, obsolescent operating systems, limited spare parts, high manual configuration effort, poor alarm management (including Next Gen impacts), labour-intensive reporting, and escalating system complexity driven by in-house mediators. Following several unsuccessful replacement attempts, the Technical Monitoring System – OneSKY (TMSO) program commenced in 2025, implementing VT Scada to deliver monitoring capability across 27 sites. This has established VT Scada as the strategic platform for future monitoring needs. NTMS Phase 2 proposes extending the VT Scada solution to more than 200 remaining Airservices sites. Delivery complexity has materially increased due to expanded scope, heightened stakeholder expectations, and dependency on alignment with broader enterprise initiatives. Current project resources do not have the capacity or specialist expertise required to meet governance milestones within the required timeframes without significantly increasing delivery and approval risk. It is recommended that a dedicated Project Manager with VT Scada experience be engaged as a priority Key duties and responsibilities Enable timely development and coordination of CIC and Board investment artefacts to support the NTMS business case   CIC Gate 0 – 20 May 2026 Investment brief, submission brief, Financial Impact Statement CIC Gate 1 – 23 June 2026 Strategic Business Case, Financial Impact Statement, decision pack CIC Gate 2 – 21 July 2026 Final Business Case, submission brief, Financial Impact Statement, decision pack Board of Technology: 7 September 2026 Airservices Board: 25 September 2026 People Actively contribute as a member of a high-performance team with an emphasis on creating an accountable performance culture. Maintain an effective working relationship with other Airservices staff to ensure that there is effective coordination of all activities in support of organisational objectives Develop, foster and maintain strong internal relationships with key stakeholders. Compliance, Systems and Reporting Comply with enterprise governance systems and policies, including safety, environmental, WHS, risk and compliance. Safety Demonstrate safety behaviours consistent with enterprise strategies and WHS requirements Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters.
