Job description
The Australian Digital Health Agency (ADHA) requires the services of an experienced Business Analyst to serve as a Technical Business Analyst within the Agency's Technology Projects Branch. The Technical Business Analyst will be responsible for performing complex business analysis activities that support the successful delivery, adoption and ongoing operation of the Agency's data and analytics capabilities. Operating under broad direction, the Technical Business Analyst will work collaboratively with business stakeholders, project teams, technical specialists and delivery partners to define, analyse and document business, functional and data requirements for strategic initiatives. The position plays a key role in ensuring business needs are accurately translated into technical solutions through the development of requirements, process models, data artefacts, business rules and acceptance criteria. The Technical Business Analyst will contribute to the successful delivery of projects involving enterprise data platforms, digital services, cloud technologies and system integrations. This includes supporting data governance, data quality, reconciliation, testing and operational readiness activities to ensure solutions are aligned with business objectives and Agency requirements. The role requires strong analytical capability, stakeholder engagement skills and the ability to understand and communicate complex business processes, technical concepts and data-related requirements across multidisciplinary teams. Key duties and responsibilities The key duties and responsibilities of the Technical Business Analyst are as provided below, followed by the requirements for the position. Key duties and responsibilities Data Analysis, Requirements & Governance Elicit, analyse and document business, functional and data requirements for data platform, integration and analytics initiatives. Develop and maintain business and technical metadata, data dictionaries, lineage information and data asset documentation. Work with stakeholders to define data requirements, usage rules, operational processes and downstream consumption requirements. Analyse complex source systems, datasets and data flows to support onboarding and operationalisation of data assets. Document and maintain source-to-target mappings, business transformation rules and data requirements associated with enterprise data assets. Data Validation & Assurance Define and coordinate data validation, reconciliation and acceptance activities to ensure delivered data is complete, accurate, traceable and aligned with business, legislative and operational requirements. Develop data quality rules, validation criteria and acceptance measures for new and existing data assets. Support testing activities through the definition of test scenarios, expected outcomes and business acceptance criteria. Investigate and analyse data quality issues, working with technical teams and stakeholders to identify root causes and remediation actions. Analysis & Problem Solving Analyse complex business processes, system interactions and data flows to identify opportunities for improvement. Assess impacts of proposed changes to systems, processes, data assets and business operations. Translate business needs into practical and implementable requirements that support successful delivery outcomes. Provide recommendations based on evidence, analysis and stakeholder consultation. Delivery & Stakeholder Engagement Work closely with business stakeholders, technical teams, vendors and delivery partners to support successful project delivery. Facilitate workshops, interviews and consultation activities to gather requirements and build shared understanding of outcomes. Communicate complex business, technical and data concepts clearly to both technical and non-technical audiences. Build and maintain productive stakeholder relationships to support collaboration, decision-making and delivery outcomes. Data Platform & Operational Readiness Support onboarding, operational readiness and acceptance activities for new data assets, platforms and services. Assist with development of governance, compliance and operational processes associated with enterprise data assets. Contribute to establishment of sustainable practices for data management, monitoring, reporting and ongoing support. Ensure data-related initiatives align with security, privacy, governance and legislative obligations. Requirements The successful candidate will have: Demonstrated experience as a Business Analyst delivering technology, data, analytics, integration or digital transformation initiatives. Experience gathering, documenting and managing complex business, functional and data requirements. Experience working within enterprise data environments, technology platforms, system integrations or cloud-based solutions. Experience facilitating workshops and engaging with business and technical stakeholders. Strong analytical, documentation and communication skills. Experience supporting testing, business acceptance, reconciliation, validation or quality assurance activities. Understanding of data governance, information management, privacy and security principles. Desirable Agile, Scrum, BABOK, CBAP or similar business analysis qualifications will be highly regarded. Experience within government, healthcare or other highly regulated environments will be highly regarded Citizenship: Australian Citizenship is mandatory. Evidence of Australian Citizenship must be sighted by the Seller before submitting candidates for consideration. Australian citizenship, birth certificate, or passport numbers must be provided with candidate CVs. Security Clearance: Ability to obtain and maintain a Negative Vetting 1 (NV1) security clearance Reference checks: Referee checks will be required for the preferred candidate Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified.
