Job description

DHDA is supporting several emergent, priority initiatives over the 2026-27 and 2027-28 budget years, reforming how the Australian care economy operates, and supports the needs of those, within Australia. The position will support the development of requirements necessary to assure the successful mobilisation of prioritised initiatives of varying complexity and scale, and assist in establishing or uplifting business analyst capabilities within emerging or existing business areas enabling successful transition from concept to delivery. Key duties and responsibilities The specified personnel will work collaboratively with the Project Manager and business policy team members to support project delivery by: Elicit, analyse, document and validate business requirements, ensuring alignment with project objectives and stakeholder needs. Develop and maintain business analysis artefacts, including requirements documentation, process maps, user stories, acceptance criteria, business rules and requirements traceability records. Support stakeholder engagement activities, including workshops and consultations, to gather requirements, validate outcomes and facilitate effective communication between business and technical teams. Engage with stakeholders to identify and document risks, issues, dependencies and opportunities, and support their management and resolution. Analyse current and future state business processes, undertaking gap analysis and identifying opportunities for business process improvement. Support Agile and project delivery activities, including backlog refinement, sprint reviews, User Acceptance Testing (UAT), defect management, impact assessments, business readiness and implementation planning. Any other requirements The successful candidate should demonstrate familiarity with: Functional and non-functional requirements development; User stories, acceptance criteria and backlog management; Business process modelling and process improvement; Gap analysis and business impact assessment; Working within Agile and/or Waterfall delivery environments. Must be able to obtain and maintain a Baseline Security Clearance. Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. 1. Demonstrated experience in business requirements elicitation, analysis and documentation, including the development and validation of requirements, user stories, acceptance criteria and business process documentation. 2. 2. Demonstrated ability to engage and collaborate effectively with business and technical stakeholders, facilitating requirements discussions and supporting the identification and resolution of risks, issues and dependencies. 3. 3. Demonstrated experience undertaking business process analysis, including current and future state assessment, gap analysis and identification of opportunities for process improvement. 4. 4. Demonstrated experience supporting project delivery within Agile and/or Waterfall environments, including backlog refinement, sprint activities, User Acceptance Testing (UAT) and implementation support. 5. 5. Demonstrated ability to develop and maintain high-quality business analysis and project artefacts, including requirements documentation, traceability records, project reporting and governance documentation. 6. 6. Demonstrated ability to manage competing priorities and deliver quality outcomes within agreed timeframes, while working collaboratively across multidisciplinary teams.
