Lead Business Analysts

The business analyst(s) performs an important role in project delivery understanding and documenting the business problem and objectives into clear and concise requirements and acceptance criteria that enable the design and development of system delivery. In addition, the role supports system design, translating technical questions and decisions into language understood by business policy teams and vice versa.  The role partners with the project manager and business policy teams functioning as an important conduit to ensure both business and technical teams communicate effectively and efficiently to deliver quality digital outputs that meet program objectives and produce fit for purpose digital products.  DHDA is supporting several emergent, priority initiatives over the 2026-27 and 2027-28 budget years, reforming how the Australian care economy operates, and supports the needs of those, within Australia.  The position will support the development of requirements necessary to assure the successful mobilisation of prioritised initiatives of varying complexity and scale, and assist in establishing or uplifting business analyst capabilities within emerging or existing business areas enabling successful transition from concept to delivery.   Key duties and responsibilities The specified personnel will:  Lead complex business analysis activities across multiple stakeholders, business areas and delivery teams to define, validate and manage business requirements in support of program and project objectives.  Establish and maintain effective relationships with senior executives, business representatives, technical specialists and external stakeholders to facilitate decision-making, resolve issues and achieve agreed outcomes.  Provide strategic business analysis expertise to support organisational transformation initiatives, identifying opportunities to improve business processes, interoperability, efficiency and service delivery outcomes.  Lead stakeholder engagement activities, including workshops, consultations and discovery sessions, to elicit requirements, build consensus and support informed decision-making.  Author and oversee the development of high-quality business analysis, governance and reporting artefacts, including executive briefs, business cases, requirements documentation, RAID logs, project status reports and governance papers.  Analyse current and future state business processes, operating models and service delivery arrangements, identifying risks, impacts, gaps and opportunities for improvement.  Collaborate with business and technical teams to ensure requirements are effectively translated into solution designs, implementation plans, and delivery activities.  Lead the identification, assessment and management of business risks, issues, assumptions, dependencies and constraints, ensuring matters are escalated and governed appropriately.  Provide leadership and guidance to multidisciplinary teams, fostering collaboration and supporting the delivery of high quality, outcome focused products and artefacts.  Support governance and assurance activities by providing expert advice, analysis and recommendations to governance forums.  Work closely with project leadership to balance business needs, delivery constraints, resource considerations and organisational priorities, supporting successful project outcomes.  Promote and apply business analysis best practices, quality standards and continuous improvement approaches across projects, programs and stakeholder groups.  Any other requirements  The successful candidate should be familiar with:  Business requirements gathering  Functional and non-functional requirements User stories and acceptance criteria Process mapping Gap analysis Traceability management Must be able to hold and maintain a baseline security clearance  Criteria The buyer has specified that each candidate must provide a response to each criterion. Demonstrated experience leading complex business analysis activities, including requirements elicitation, analysis, validation and management across multiple stakeholder groups, business areas and delivery teams. 2. Demonstrated ability to engage, influence and negotiate with senior stakeholders, including executive-level representatives, to build consensus, support decision-making and achieve outcomes across competing priorities. 3. Demonstrated strategic and systems thinking capability, including identifying opportunities to improve business processes, align initiatives, reduce duplication and deliver scalable, outcome-focused solutions. 4. Demonstrated experience leading business process transformation and organisational change initiatives, including current and future state analysis, impact assessment, operating model development and implementation planning. 5. Demonstrated ability to produce and oversee high-quality governance, reporting and decision-support artefacts, including executive briefs, governance papers, project reporting, RAID management and business analysis deliverables. 6. Demonstrated experience leading multidisciplinary teams and managing complex risks, issues, dependencies and stakeholder relationships to support successful project and program delivery outcomes.
