Program Management Office (PMO) Assurance Officer

The Project Governance and Mobilisation Officer will support the Digital Enablement Section to mature digital initiatives from concept and business case development through to implementation readiness.  The role will help establish the project foundations required for successful delivery, including governance arrangements, project management frameworks, reporting processes, risk and issue management, stakeholder engagement approaches and transition planning.  The increasing complexity and interdependency of the Department's portfolio has highlighted the need for a dedicated capability to support the development, governance, and mobilisation of new initiatives across the care economy.   The position will also support delivery areas to meet evolving digital and whole of government requirements, including compliance with digital standards and supporting initiatives originating from business and policy areas that have limited experience in developing investment proposals, navigating governance processes, or transitioning approved initiatives into delivery. In doing so, the role will improve consistency, reduce delivery risk, strengthen organisational compliance, and enhance the Department's ability to successfully deliver complex and cross cutting initiatives.  Key duties and responsibilities Establish and uplift fit-for-purpose governance arrangements, delivery frameworks, reporting processes, and assurance activities to support successful initiative mobilisation and implementation.   Provide advice and guidance on project governance, implementation planning, risk management, and investment development to strengthen organisational capability and improve initiative outcomes.   Coordinate implementation readiness activities, ensuring initiatives have appropriate governance, resourcing, stakeholder engagement, risk management, and transition arrangements in place prior to commencement of delivery.   Develop and maintain key project and governance artefacts, including implementation plans, governance documentation, schedules, registers, reporting products, and briefing materials.   Support the identification, assessment, and management of risks, issues, dependencies, assumptions, and delivery constraints across initiatives.   Prepare high-quality reports, executive briefings, presentations, and governance papers to support decision-making and oversight.   Partner with stakeholders across the Department to facilitate collaboration, resolve delivery challenges, and support the successful mobilisation of initiatives.   Support business areas to understand and meet digital governance obligations, including the Digital Experience Policy and broader whole-of-government digital standards and requirements.   Develop and maintain governance templates, tools, guidance materials, and processes that promote consistent, compliant, and effective delivery practices across the portfolio.  Must be able to hold and maintain a baseline security clearance  Criteria The buyer has specified that each candidate must provide a response to each criterion. Demonstrated exceptional written and oral communication skills capable of writing for, and communicating to, senior executive audiences at forums such as governance boards and executive updates and briefs. 3. 3. Demonstrated experience supporting significant government reform initiatives, including familiarity with Government budget processes, gateway reviews and audits processes, and the governance expectations to support DHDA in approaching these activities well prepared. 4. 4. Demonstrated experience establishing or uplifting project governance, delivery frameworks, and implementation readiness arrangements for complex programs or initiatives. 5. 5. Experience supporting the development of business cases, investment proposals, implementation plans, or project initiation documentation within a government environment. 6. 6. Demonstrated ability to identify and manage risks, issues, dependencies, and delivery constraints across multiple initiatives and stakeholders. 7. Strong stakeholder engagement and influencing skills, including the ability to work collaboratively with business, policy, digital, and delivery teams to achieve outcomes in complex environments. 8.
