Job description

The Performance Tester is responsible for establishing and operating the Agency's performance engineering, automation and API testing capability. The role provides specialist expertise in performance, scalability, resilience and non-functional testing while developing enterprise automation frameworks, standards and reusable assets that improve testing efficiency, quality coverage and delivery confidence. The position supports the Agency's strategic objective of reducing reliance on vendor-provided testing services by building sustainable in-house capability, establishing performance engineering and automation governance, and facilitating knowledge transfer to internal teams. To be eligible for this role, candidates must be Australian Citizens, pass a Police Check and be able to obtain and maintain a security clearance.  Candidates assessed as suitable for the role but not offered the position for the current vacancy, may be placed in a merit list.  Key duties and responsibilities The following duties, skills and capability requirements of this position have been developed in alignment with the Integrated Leadership System (ILS) and the relevant APS Work Level Standards. The Australian public holds high expectations of the APS. They expect that APS Agencies, and their employees act with and undertake their duties with integrity and honesty, placing emphasis on both delivery of outcomes and behaviour. This is driven by the APS Values, the APS Employment Principles and compliance with the Code of Conduct.  Develop and maintain the Agency's performance engineering strategy, frameworks, standards and governance processes. Design, execute and report on performance, load, stress, scalability and resilience testing activities across Agency platforms and services. Develop and maintain automated testing frameworks and reusable assets for web, API, integration and regression testing. Analyse and resolve performance bottlenecks, non-functional risks and quality issues in collaboration with project, infrastructure and development teams. Support implementation of testing tools, standards and best practices to improve test automation adoption and testing maturity across the Agency. Facilitate knowledge transfer, mentoring and capability uplift activities to establish sustainable in-house performance engineering and automation testing capability. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria Weighting 1. Demonstrated experience in performance engineering, non-functional testing and performance testing strategy development. Weighting: 25% 2. Experience using enterprise performance testing tools such as JMeter, LoadRunner, Gatling or equivalent platforms. Weighting: 15% 3. Demonstrated experience designing, developing and maintaining automated testing frameworks for web, API and integration testing. Weighting: 15% 4. Experience using automation tools such as Tosca, Playwright, Selenium or equivalent technologies. Weighting: 5% 5. Strong understanding of software development lifecycles, Agile delivery, DevOps practices and CI/CD pipelines. Weighting: 15% 6. Demonstrated ability to analyse application, infrastructure and database performance issues and recommend practical solutions.
