Data Architect

The purpose of the Department of Health, Disability and Aging (department) is to develop and deliver policies and programs and advise the Australian Government on health, disability and aged care. The department is responsible for achieving the Government’s strategic priorities for better health outcomes and reduced inequality;   Affordable, accessible, efficient and high-quality health systems.  Design and maintain scalable, secure, and reusable technology platforms that support multiple products and services, ensuring alignment with enterprise architecture, design principles, and organisational strategy. Enable efficient, reliable, and sustainable platform capabilities while minimising technical debt and supporting delivery at scale.  HPRG Digital Branch leads the modernisation of Therapeutic Goods Administration (TGA) and Office of Drug Control’s (ODC) digital systems for the HPRG. This includes building a  modern intuitive digital platform for the TGA and the ODC that aims to make interactions with us easy, seamless, secure and efficient for industry, and that supports HPRG staff to enable faster and smoother processing of applications and provides better support for our compliance and regulatory functions.   The Department is seeking to add a data architect to assist in driving the digital transformation in the data domain.  Working within BTSS's Program Architecture capability, the role provides strategic leadership for information architecture, enterprise data modelling, data governance and transformation planning. The position ensures that transformation initiatives are built on consistent, authoritative and reusable data foundations that support business capability uplift, digital service delivery, regulatory operations, cloud migration and future AI-enabled services.  Key duties and responsibilities The department is seeking to recruit a Data Architect SFIA 6, to undertake tasks that include, but are not limited to, the following:  Develop and maintain data platform architecture aligned to enterprise standards and design principles.  Establish and enforce design standards, patterns, and best practices for platform implementation and adoption.  Ensure platforms meet performance, scalability, security, and reliability requirements.  Identify and manage platform-level risks and technical debt, including maintaining asset metadata.  Develop strategies to improve platform efficiency, reduce risk, and support modernisation.  Provide technical leadership and guidance to platform and delivery teams.  Support integration and reuse of platform services across multiple products and initiatives.  Contribute to architecture governance, including design reviews and alignment with enterprise architecture.  Develop and maintain the HPRG Enterprise Data Model and supporting information architecture.  Provide strategic advice and support for data migration, replication and integration activities  Establish data standards, reference architectures and information management principles for transformation initiatives.  Ensure consistency of information structures across services and business domains.  Support the documentation of current-state and development of future-state architecture through information architecture inputs.  Analyse data dependencies across current and future-state services.  Support roadmap development by identifying sequencing constraints and information dependencies.  Provide data architecture advice into business assessments, prioritisation activities, TABRAs, option papers and investment proposals.  Other duties as required and advised by the Architecture Hub and Directors.   The seller must ensure that the Labour Hire worker performing the services during the term of this contract, facilitate an effective transfer of skills and knowledge to the buyer to enable full use of services and deliverables and associated documents.  Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. - Experience in delivering large scale complex data architectures spanning multiple technologies and environments - Deep knowledge of data governance and compliance in the public sector environment. 2. - Bachelor’s or Master’s degree in Data Science, Computer Science, Information Systems, or related discipline. 3. - Extensive experience in an industry recognised database platform; Oracle RDBMS, Microsoft SQL, OpenSQL, HCL Domino. 4. - Demonstrated experience in delivering data architecture for large scale Azure solutions. 5. - Strong analytical, stakeholder engagement, and communication skills. 6. - Deep knowledge of data governance and compliance in the public sector environment. Desirable criteria 1. - Experience in delivering large scale digital transformation including transitioning from legacy technology onto Azure platforms 2. - Experience working within government or highly regulated environments (desirable). 3. - Certifications in TOGAF 9, COBIT 5 Foundation, SAFe, Scrum and/or ITIL v3 Foundation are desirable. 4. - Minimum 10 years of experience working across IT environments in an application design or development.
