Job description

The Australian Digital Health Agency (ADHA) requires the services of an experienced Change Manager to work within the agency under the title "Change and Knowledge Transfer Manager". Change Managers coordinate activities and communication in order to ensure project objectives are met and sustained. They focus on the people aspect of change including changes to business processes, tools and technology, job roles and organisation structures. The Change and Knowledge Transfer Manager will work as part of the Technology Projects Branch in the agency's Technology Services Division.  They will be engaged at an Executive Level 1 (EL1) equivalent level, which is the level expected of senior technical specialists with the Australian Public Service. The Change and Knowledge Transfer Manager will be responsible for assessing, designing and delivering organisational change management and knowledge transfer activities to support the overall strategic objectives of the Application Support and Maintenance of the Digital Health Infrastructure project (ASM Transition Project) and organisation. The role will lead the development and implementation of change, transition and knowledge transfer strategies and plans that maximise stakeholder adoption, business readiness, capability uplift and knowledge retention, while ensuring critical knowledge is effectively transferred, documented and embedded within the Agency. Key duties and responsibilities The key duties and responsibilities of the  Change and Knowledge Transfer Manager are as provided below, followed by the requirements for the position. Key duties and responsibilities  Leadership and Accountability Provide organisational change and knowledge transfer management expertise to support the Agency and project capability. Consider and effectively manage competing priorities and strategic directions when achieving organisational change and knowledge transfer management outcomes in line with the Agency’s goals and objectives. Identify, manage and evaluate change and knowledge transfer risk in decision making and delivery of outcomes. Job Context and Environment Attain and maintain an extensive understanding of the role and responsibilities of the Agency, its role in delivering digital health outcomes for Australia on behalf of the Department of Health and Aged Care, jurisdiction partnerships and other key stakeholders. Work within established legislative and policy frameworks, and the Agency’s project management and change management frameworks and governance requirements. Independence and decision-making Work with a level of independence and autonomy, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes.  Communicate and make decisions that may have a high level of impact on the Agency and/or a direct and significant impact on the outcome the project. Communicate and make decisions based on professional judgement, evaluating risks in the context of a complex and changing environment. Stakeholder Management Develop and manage key strategic relationships with a broad range of stakeholders, promoting the project’s and Agency’s business objectives. Establish and maintain internal and external networks. Engage and manage stakeholders through change and knowledge transfer, resolving conflict and managing sensitivities. Requirements  The successful candidate will: Have experience in conducting complex change and knowledge transfer management analysis (impacts, stakeholders, readiness etc.) to inform evidence-based strategies and plans which support people to transition and adopt new ways of working.  Demonstrate experience in applying a structured methodology and leading organisational change management activities in an environment where the transition project has already commenced. Demonstrate an ability to work in ambiguous working environments with range of change and knowledge transfer management maturity. Have excellent organisational, communication and stakeholder management skills. Demonstrate experience in identifying change and knowledge transfer dependencies and collaborating effectively to minimise disruption and impost. Demonstrate experience in dealing with confronting, complex, and/or sensitive situations and information. Demonstrate experience in planning, coordinating and delivering knowledge transfer activities between incumbent and incoming vendors, ensuring continuity of services and minimising operational risk. Ensure knowledge transfer activities meet the Agency’s requirements for information sharing, documentation, recording and retention of critical business and technical knowledge. Have experience developing and delivering training materials, user guides, standard operating procedures and support documentation tailored to diverse stakeholder group Have tertiary qualifications in Organisational Change Management or related field, or specialist recognised accreditation such as Prosci. Citizenship: Australian Citizenship is mandatory.  Evidence of Australian Citizenship must be sighted by the Seller before submitting candidates for consideration.  Australian citizenship, birth certificate, or passport numbers must be provided with candidate CVs. Security Clearance: Ability to obtain and maintain a Baseline security clearance with the ability to obtain and maintain a higher clearance if required by the Agency Reference checks: Referee checks will be required for the preferred candidate Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified.
