Job description

Digital Business Division (DBD) DBD are the custodians of the customer experience ensuring seamless, secure, and trusted interactions for agricultural trade and biosecurity. From permits, audits and certifications to declarations and compliance checks, our platforms and products are where industry and government connect. Our work is about more than technology. Every member of our division –no matter our role or location –contributes to that mission.  DBD is seeking Business Analysts to join a multi-disciplinary team to perform analysis on how digital services and products being developed can better meet the user needs. The Business Analysts will work closely with the Program Manager and Product Manager and relevant business areas, and external users to develop high value digital services and products, keeping our users in their needs at the forefront.   Key duties and responsibilities Key Duties and Responsibilities  Engaging with our internal and external users, business areas to understand and capture user and business needs and identify opportunities (short and/or long-term transformation) for the future state.    Work closely with solution architects to design solution that fit within the architecture standards for the program, and how the design might contribute to the future state.        Supporting user engagement throughout the different phases of Discovery, Alpha, Beta and Live; including the provision of ongoing business and technical advice.   Convert the conceptual/theoretical model of a service/product, into technically sound product features.    Write user stories/PBIs for development, maintain alignment with features, dependencies within stories; help guide the sequence of development and perform acceptance testing of the implemented PBIs.    Develop content for business consumption, translating technical solutions/features into simple, effective manner, suitable for wider business consumption     Communicating future system requirements to software developers and assisting in system design.   Collaborate with user researchers and stakeholders to form the bigger strategic picture.   Required Skills and Experience Extensive experience in business analysis for large scale transformations   Demonstrable experience in solving complex problems based on evidence, analysis and investigation.    Strong track record working in agile and multi-disciplinary teams   Human Centred Design approach to service delivery   Documenting functional and non-functional requirements   The ability to communicate effectively with technical and non-technical audiences.   Influencing and guiding decisions with senior stakeholders   Excellent knowledge and experience in creating quality visual materials e.g. goals, objectives, problems and vision.   Collaborative team player   Excellent communicator in both written and verbal form.   Relevant tertiary qualifications   Desirable Qualifications Experience working on large‑scale government or highly regulated digital programs Experience with DevOps practices Baseline Cleared highly regarded. Business Analysis, Problem Solving and Requirements Management Demonstrated experience leading business analysis activities for complex transformation initiatives, applying evidence-based analysis, documenting functional and non-functional requirements, translating business needs into user stories/PBIs, and supporting acceptance testing. Weighting: 40% 2. Stakeholder Engagement, Communication and Influence Experience engaging with internal and external stakeholders, communicating with technical and non-technical audiences, facilitating workshops, developing visual artefacts, and influencing decisions with senior stakeholders. Weighting: 20% 3. Agile Delivery and Collaboration Proven experience working in agile, multidisciplinary teams, managing product backlogs, sequencing work, collaborating with developers, architects and researchers, and supporting delivery through discovery, alpha, beta and live phases. Weighting: 20% 4. Human-Centred Design and Strategic Thinking Demonstrated application of Human Centred Design principles, engaging users to understand needs, shaping future-state services, identifying transformation opportunities, and contributing to strategic solution design.
