Job description

DAFF requires specialist security systems and network integration support to assess and plan the migration of the Electronic Access Control System (EACS) and associated physical security systems at Western Sydney International (WSI) Airport from the Department of Home Affairs network to the dedicated DAFF network. The specialist will bring together Security, ICT, network teams and vendors to confirm a secure migration approach, technical dependencies, operational and security risks, assurance requirements and a costed implementation pathway. The anticipated engagement is four to six months and covers assessment, planning, coordination, assurance and handover support only. Physical changeover works are excluded and require a separate costed proposal and funding approval before implementation. Key duties and responsibilities Assess the existing EACS and associated physical security systems and identify requirements and technical dependencies for migration from the Home Affairs network to the DAFF network. Confirm alignment with DAFF network architecture, including network separation, resilience and system availability requirements. Coordinate Security, ICT, network teams, Home Affairs and relevant vendors to establish roles, responsibilities, delivery sequencing and operational constraints. Develop the preferred migration approach and cutover coordination plan to minimise disruption, identifying and managing security, integration and system availability risks. Provide documented assessment findings, assurance and compliance requirements, and a costed implementation pathway for Board consideration. Support the development of system ownership, incident response, monitoring, recovery and operational handover arrangements. Transfer project knowledge to relevant departmental teams. Do not undertake physical changeover works under this engagement. Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. Demonstrated experience assessing and planning the integration or migration of electronic access control and associated physical security systems into an enterprise ICT network environment. 2. Demonstrated ability to assess network architecture requirements and technical dependencies, including network separation, resilience, system availability and recovery arrangements. 3. Demonstrated ability to coordinate security, ICT, network teams and vendors, establishing clear roles, responsibilities and delivery sequencing across organisational boundaries. 4. Demonstrated experience developing migration and cutover plans that identify operational constraints and minimise disruption to critical security systems and business operations. 5. Demonstrated ability to identify and document security, integration and availability risks and provide clear advice on assurance requirements, dependencies and treatment options. 6. Demonstrated ability to produce clear assessment findings, costed implementation pathways and operational handover documentation, and transfer technical knowledge to departmental teams.
