Job description

The Data Scientist will analyse complex datasets, including Medicare Benefits Schedule (MBS), Pharmaceutical Benefits Schedule (PBS) and other health related data sources, to identify patterns, trends and emerging integrity risks.  The role is responsible for developing predictive models, statistical analyses, risk detection methodologies and data products that provide actionable insights and support evidence based decision making across the Division.  Working collaboratively with business and technical stakeholders, the Data Scientist will translate business requirements into data-driven solutions that support compliance and integrity outcomes. The role will leverage contemporary data science, visualisation and data matching techniques to develop analytical products, dashboards and reporting solutions that identify emerging risks and provide actionable insights. Working closely with analysts, data engineers and operational teams, the successful candidate will contribute to the delivery of scalable analytical capabilities that strengthen the Division's ability to detect, prevent and respond to integrity risks across Australia's health payments system.  Key duties and responsibilities Work independently to deliver complex data science and analytical projects, applying established standards, advanced methodologies and professional judgement in unfamiliar or evolving environments.  Analyse complex datasets using statistical, machine learning and exploratory data analysis techniques to identify patterns, emerging risks and actionable insights that inform policy, compliance and operational decisions.  Design, build, deploy and maintain predictive models, risk analyses, dashboards, reports and other data products, ensuring outputs are accurate, fit for purpose, fully documented and aligned with business requirements.  Develop model monitoring and evaluation approaches to assess performance, refine algorithms and ensure analytical solutions remain reliable, effective and relevant.  Engage proactively with business and technical stakeholders to gather requirements, translate business needs into analytical solutions and support the integration of data science products into broader initiatives and operational processes.  Communicate complex technical findings clearly to technical and non-technical audiences through reports, presentations, data visualisations and practical recommendations.  Apply advanced analytical techniques to resolve complex business and data challenges, identify limitations in existing approaches and develop evidence-based solutions where established processes may not exist.  Identify and introduce contemporary data science methods, embedding effective approaches into compliance activities and evaluating their impact to support continuous improvement.  Undertake quality assurance activities, including reviewing analytical work and conducting peer reviews to ensure outputs meet agreed standards for accuracy, consistency and reliability.  Maintain analytical tools, models, reporting products and supporting documentation, ensuring solutions remain accessible, sustainable and responsive to evolving business needs.  Build and maintain productive relationships across multidisciplinary teams, identify opportunities for collaboration and provide clear updates on project progress, risks and outcomes.  Share expertise and lessons learned, contribute to team capability development, represent the Section in relevant forums and foster a collaborative and inclusive working environment.  Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Demonstrated experience with data analytical platforms such as R Shiny, SAS, Power BI, Qlik. 2. Demonstrated experience in programming for AI and Machine Learning. 3. Demonstrated experience with EDW and cloud environments, ideally GCP. 4. Demonstrated experience with SQL, and R or Python for programming. 5. Demonstrated experience delivering professional data science solutions in an operational environment. 6. Demonstrated ability to collaborate effectively within team and across various areas of an organisations, manage diverse stakeholder relationships, and communicate data analysis to non-technical stakeholders.
