Job description

Role/s:  1 x EL2 Director The National Disability Insurance Agency’s Technology and Data Division delivers and operates technology solutions that support Agency priorities, business outcomes, and participant outcomes. The Director, reporting to the Branch Manager, is responsible for leading a product-based technology team to deliver, operate, support, and continuously improve high-quality technology products and services. The role has end-to-end accountability across the product lifecycle, including planning, design, development, testing, release, production support, service performance, incident management, continuous improvement, and ongoing product health. Working closely with Product Owners, architects, delivery partners, and business stakeholders, the Director will translate strategic priorities into clear delivery outcomes and ensure that work remains aligned with agreed product roadmaps, enterprise architecture strategies, security requirements, and technology standards. The role will contribute to the delivery of complex technology programs and initiatives by managing product priorities, dependencies, risks, issues, and competing demands across multiple teams and stakeholders. The Director will provide strategic and operational leadership to multidisciplinary teams working in an agile and DevOps environment. The role will build workforce capability, manage performance, and foster a collaborative, inclusive, accountable, and outcome-focused culture. The Director will champion business and participant outcomes, service reliability, and customer experience, while promoting the responsible use of artificial intelligence, automation, and modern engineering practices across the Software Development Lifecycle. Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Lead the end-to-end delivery, operation, support, and continuous improvement of technology products and services, ensuring alignment with Agency priorities, business outcomes, and participant outcomes. Provide leadership and direction to multidisciplinary product teams operating in an agile and DevOps environment, fostering a culture of accountability, collaboration, continuous improvement, and delivery excellence. Partner with Product Owners, business stakeholders, architects, and delivery partners to establish priorities, manage backlogs, and deliver outcomes aligned to product roadmaps, enterprise architecture strategies, and technology standards. Oversee product operations, service performance, production support, and incident management activities, ensuring service reliability, effective issue resolution, and continuous service improvement. Contribute to the successful delivery of complex technology programs and initiatives by managing dependencies, risks, issues, competing priorities, and cross-team coordination. Establish delivery and operational performance measures, monitor product health and service outcomes, and provide clear, accurate, and timely reporting to senior stakeholders. Lead workforce planning, performance management, capability development, and coaching activities to build and maintain high-performing teams. Champion business, customer, and participant outcomes by ensuring technology investments deliver measurable value, improved service experiences, and operational efficiency. Promote the responsible adoption of emerging technologies, including artificial intelligence, automation, and modern engineering practices, to improve delivery, operations, service quality, and productivity. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Demonstrated experience leading multidisciplinary technology teams responsible for the end-to-end delivery, operation, support, and continuous improvement of complex digital products and services. 2. Proven ability to lead product-based teams operating in an Agile and DevOps environment, encompassing planning, development, testing, release management, production support, service performance, operational governance, and incident management. 3. Demonstrated experience partnering with Product Owners, architects, business stakeholders, and delivery partners to translate strategic priorities and product roadmaps into delivery outcomes aligned with enterprise architecture, security, and technology strategies. 4. Proven ability to contribute to the delivery of complex technology programs and initiatives by managing product priorities, dependencies, risks, issues, and outcomes across multiple teams and stakeholders. 5. Strong leadership and people management capability, including setting strategic direction, managing performance, building workforce capability, fostering an accountable and inclusive culture, and leading teams through change in complex environments. 6. Demonstrated experience delivering technology outcomes within an Australian Government or state or territory government environment, supported by strong stakeholder engagement, communication, and influencing skills. Desirable criteria 1. Experience identifying, implementing, and governing the use of artificial intelligence, automation, and emerging technologies across the Software Development Lifecycle (SDLC) to enhance product delivery, service operations, workforce productivity, and business outcomes.
