Data Architect

Role: 1 x EL1 Data Architect The EL1 Data Architect (Labour Hire) will be the technical lead of the NDIA data warehouse platform. This includes updating data development documentation, providing technical guidance to developers and reviewing/approving data designs and data models. The role will provide thought leadership in Data Architecture, Data Modelling, Design and Integration, as well as End to End Data Delivery Lifecycle approaches.  The EL1 Data Architect (Labour Hire) will govern and advise on multiple data delivery initiatives and design and approve data delivery patterns. The role will focus on collaborating with key business areas in the development and implementation of consumable reports and analytics to address key risks and emerging trends within these areas. Supplier Briefing:  A supplier briefing will not be held for this role. Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Responsibilities of the role include but are not limited to: Provide technical leadership to the project delivery teams through design reviews, advising on implementation best practices, defining and refining release process and technical workshops. Review and refine the data delivery framework to enhance integration of new sources, performance of existing data delivery and rapid development of new subject areas. Set peer review and data modelling release standards. Provide knowledge transfer sessions on best practices on development, data modelling, release process etc. Own the technical implementation of new data from analysis to delivery. Facilitate continuous improvement measures in delivery principles, coding standards, documentation and provide training sessions to team. Prioritise work items and add them to a work queue. Understand, analyse and size user requirements. Provide guidance on Conceptual, Logical and Physical data models and strong experience in Data model tools like Erwin. Development and maintenance of system documentation. Collaboration with data consumers, database development, testers and IT support teams. (NOTE: the key responsibilities of the role are based on current priorities and may change over time) Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Strong Data Architecture skills including Enterprise scale conformed models and ability to design for analytical use. 2. Demonstrated high level of competency in Data Architecture within an AWS cloud data environment, encompassing S3 and contemporary cloud warehouse products. 3. Strong experience in technical leadership for delivery of cloud Data Lake and Data Warehouse platforms, including ETL and data governance design and implementation. 4. Strong experience in data modelling, including providing guidance and peer review to engineers and modellers. 5. Demonstrated experience working with DevOps process. 6. Demonstrated knowledge of version controls and its appropriate uses. Desirable criteria 1. Tertiary qualifications in mathematics, statistical, computer sciences discipline or more than 8 years of relevant work experience and experience working in an Agile environment. 2. Strong expertise in SQL and experience with contemporary analytics coding languages (e.g. Python, R). 3. Experience reverse engineering end user SQL code and interpreting data models and specifications. 4. Demonstrated knowledge of metadata/model driven frameworks.
