Senior Business Analyst

Contractor Placement Staff are required to perform the services specified below and other duties as directed by the Agency. The EL1 Business Analyst is accountable under broad direction to perform overly complex work that provides detailed technical and professional business analysis, system analysis, and design changes that align with the vision and strategic direction of the Agency. They will exercise a considerable degree of independence and perform a leadership role working closely with stakeholders across the Agency to gain an in-depth understanding of business processes, technical infrastructure, technical services, strategic roadmap, and in the context in which the Agency operates. Business Analyst will support the Provider Directory and Authorisation Project with in Health Connect Australia Program. The Business Analyst (BA) is a critical role, responsible for supporting authentication and authorisation technologies. Managing identity and access management, including the use of PKI and NASH certificates, leading requirements discussions and facilitating workshops, documenting and capturing detailed, structured requirements and engaging with and managing project stakeholders. The EL1 Business Analyst will have considerable internal and external stakeholder interaction and will act as the conduit between the business units, internal stakeholders that will include IT business management, solutions development, and solutions implementation functional teams within the Agency and with relevant stakeholders from the health sector. Key duties and responsibilities Provide expertise across a broad range of digital health standards activities potentially relating to the work of different program areas. Take responsibility for the achievements of own and team outcomes, monitor progress, and follow through to deliver quality outcomes. Recommend strategic directions for area of responsibility and consider wider agency implications when making decisions. Consider and effectively manage competing priorities and strategic directions when achieving team planning and project outcomes in line with agency goals and objectives. Accountable to lead the analysis of business needs across a complex portfolio of new and existing standards related initiatives, taking responsibility for: setting tasks and priorities. managing workflow to understand dependencies and seeking and facilitating contributions to business and project requirements through workshops and feedback systems to ensure a consultative and coordinated solution co-design. Coordinate and undertake detailed or sensitive projects that impact the strategic, political, or operational outcomes of the agency. Plan and monitor work processes, direct and coordinate quality assurance practices and set performance indicators. Undertake work activities with an awareness of their possible impact on strategic, political, or operational outcomes for the agency/program. Work within established legislative and policy frameworks. Work with a level of independence, under broad direction, with a concurrent need to resolve issues and deliver quality outcomes. Engage and collaborate with key stakeholders to identify opportunities, achieve outcomes, and facilitate cooperation. Manage stakeholders through change, resolving conflict and managing sensitivities. Identify new stakeholders considering future needs/direction and a changing environment. The successful applicants must be able to demonstrate: Demonstrated compliance/alignment with the Statement of Requirement 2. Lead the analysis of business needs across a complex portfolio of new and existing standards related initiatives 3. Relevant experience of the candidate on healthcare or government projects 4. Excellent verbal, written, and presentation communication skills, with the ability to communicate clearly and concisely across the technology and the business teams. 5. Relevant skills, knowledge and education/qualifications and Certification in Agile, Scrum certifications or other relevant professional experience. 6.
