This role will ensure timely and effective communication and reporting to relevant Agency governance bodies and stakeholders as well as proactively managing dependencies, risks, and issues, including the development and implementation of appropriate mitigation strategies. Relevant Duties This role requires a Project Manager with demonstrated experience in managing projects and delivery involving multiple internal and external stakeholders. The Project Manager will be accountable for the following: Leading the end-to-end delivery of projects from initiation through to planning, design, development, testing, implementation, and transition to operations. Providing high-level project leadership, ensuring delivery is aligned with business goals and adheres to quality, time, and budget constraints. Building and maintaining strong stakeholder relationships across business units, vendors, and partner organisations. Managing dependencies across multiple programs and workstreams, and clearly articulating impacts on delivery timelines and project scope. Ensuring alignment with Agency project delivery frameworks, and tailoring delivery approaches (Agile, Waterfall, or hybrid) to meet project objectives. Driving team engagement and supporting cross-functional collaboration across project contributors. Required Skills and Experience The ideal candidate will bring strong project management expertise over a minimum of 5 years including: Proven ability to lead technical project delivery involving cross-functional and multi-disciplinary teams in a high-stakes environment. Deep experience with project management disciplines — including scope, schedule, cost, quality, resource, communication, risk, procurement, and integration. Strong stakeholder management and governance reporting, including experience guiding executive-level discussions and facilitating decision-making. Excellent leadership and team coordination skills, with a track record of fostering accountability, driving delivery focus, and promoting a collaborative culture. Advanced proficiency in project management tools (e.g., MS Project, Azure DevOps, or similar). Experience managing budgets across multiple concurrent initiatives or portfolios. Strong business acumen and the ability to link project outcomes to broader organisational objectives. Experience working with and managing outsourced service providers and delivery partners. Familiarity with the Agency’s project governance and assurance processes (or similar public sector frameworks). Strong interpersonal and change management skills, with an ability to influence and guide diverse stakeholder groups. Key duties and responsibilities Technical Skills While this is not a hands-on technical role, a solid understanding of technical delivery is essential to effectively manage digital health projects. The successful candidate will demonstrate: Experience overseeing the technical delivery of mission-critical systems, with a sound understanding of the Software Development Lifecycle (SDLC). Ability to assess, interpret, and communicate technical risks, constraints, and interdependencies as they relate to delivery timelines and project success. Strong grasp of infrastructure, software development, systems integration, and operational transition practices. Experience managing projects in a technical, vendor environment, and coordinating delivery across infrastructure, cloud, and application workstreams. Proven experience managing dependency and interface maps across a wider ecosystem. Ability to liaise with architects, engineers, and operations teams to ensure technical alignment and solution integrity throughout the project lifecycle. Financial Management Develop and manage detailed project budgets, ensuring alignment with funding approvals, resource allocations, and program forecasts. Monitor project financials across the full lifecycle, including tracking actuals against budget, forecasting remaining costs, and identifying variances. Prepare regular financial reporting for internal stakeholders and governance forums, ensuring transparency and enabling timely decision-making. Communication Capabilities Strong written communication skills, with the ability to produce clear, structured, and concise project documentation aligned with the Agency’s governance standards. Skilled in facilitating alignment across delivery partners and stakeholders by clarifying responsibilities, managing interfaces, and resolving interdependencies. Capable of translating technical and delivery concepts into tailored communications for a range of audiences — including senior executives, operational teams, and external partners.
