The .NET Development team within Development Capability Hub delivers, maintains and improves digital products, integrations and services that support business outcomes across the aged care ICT environment.  Overall description The .NET Developer is responsible for designing, developing, testing, maintaining and supporting secure, reliable and scalable applications and APIs using Microsoft .NET technologies.   Working in a multidisciplinary delivery environment, the role requires strong technical capability, sound judgement, effective communication and the ability to work collaboratively with business analysts, testers, architects, DevOps engineers and other technical specialists.  The role operates within a mature delivery environment following the successful delivery of aged care reforms, with a focus on system stability, sustainment and continuous improvement, while continuing to deliver high-quality enhancements.  This position combines hands-on technical expertise and cross-functional collaboration to deliver solutions that are scalable, secure and aligned with enterprise standards and evolving business requirements Key duties and responsibilities Key Responsibilities: Contribute to the delivery, maintenance and support of enterprise ICT systems, including web applications, APIs, integrations and data-driven services. Design, develop, test, deploy and maintain applications and services using C#, .NET, ASP.NET MVC, Web API and related Microsoft technologies. Translate business requirements, user stories and technical specifications into secure, maintainable and scalable software solutions. Build and maintain RESTful APIs, integration services and backend components that enable reliable system-to-system communication. Develop and optimise database solutions, including SQL queries, stored procedures, data access layers and Entity Framework components. Contribute to solution design, technical documentation, code quality standards, peer reviews and continuous improvement of development practices. Identify, investigate and resolve defects, performance concerns and application issues across supported services, working with production support teams where operational ownership sits outside the development team. Develop and maintain automated unit, integration and regression tests to support reliable releases and maintainable code. Use Azure DevOps or equivalent tooling to manage work items, source control, build and release pipelines, code reviews and deployment activities. Ensure development work is undertaken in accordance with relevant legislation, cyber security requirements, architectural standards, policies, procedures and governance arrangements. Work collaboratively with project, architecture, release, operations and production support teams to deliver fit-for-purpose outcomes. Support testing, release planning, deployment, warranty and post-release validation activities. Mentor permanent and contractor staff through technical guidance, skills transfer and knowledge sharing. Demonstrated ability to design, build and maintain APIs, integrations, backend services and database-driven application components.  Strong analytical, problem-solving and judgement skills, including the ability to investigate defects, resolve issues and provide practical technical recommendations.  Experience using source control, automated testing, CI/CD pipelines, work tracking systems and development tools such as Azure DevOps or equivalent.  Well-developed written and verbal communication skills, including the ability to prepare clear technical documentation and explain technical matters to different audiences.  Proven ability to work independently and collaboratively in a multidisciplinary delivery team, contribute to team outcomes and support a positive workplace culture.  Understanding of secure software development practices, privacy, accessibility, records management and relevant ICT governance requirements. Experience working with front-end frameworks and libraries such as Angular, React or Vue and with state management in SPA applications. Demonstrated technical development experience: Developing with the latest .NET frameworks (also .NET core) and in-depth knowledge of generics, LINQ; Developing and consuming services using WCF (soap/xml) and Restful (Rest/json); Using ORM productivity tools to access databases; Using common development patterns like factories, interfaces, repositories and dependency injection; Using Mock Frameworks. Database design, build, package and release experience. Proficiency developing user interfaces that meet Accessibility/WCAG requirements. Desirable: Relevant tertiary qualification in information technology, software engineering, computer science or a related discipline.  Microsoft certification or equivalent contemporary .NET, Azure or DevOps certification.  Experience developing or supporting enterprise government, health, aged care or other complex business systems.   Experience with Azure services, Azure DevOps, CI/CD pipelines, cloud-hosted applications or modern deployment practices.   Experience with SQL Server, Entity Framework, API management, integration platforms, identity management or application security controls.   Understanding of accessibility, cyber security, privacy and recordkeeping requirements in an Australian Government ICT environment.   Tools used: Visual Studio 2022  GIT  Azure Dev Ops  General Skills & Attributes: Excellent oral and written communication skills.  Proven ability and commitment to work collaboratively with all stakeholders towards common goals.  Possess effective planning and problem-solving skills to focus on delivering a quality outcome.  Multi-tasking attitude, equally comfortable operating from within both the technology and business environments.
