Research & Eval Research Officer

-Research and Evaluation Specialist (APS6 level or equivalent)- The Research and Evaluation Specialist is responsible for leading and delivering high-quality research, evaluation, analytical and evidence-generation activities that support the Agency's strategic priorities and digital health initiatives. Reporting to the Senior Research and Evaluation Specialist, the position applies qualitative and quantitative research methods, program evaluation frameworks, statistical and thematic analysis techniques, and evidence-based approaches to assess the effectiveness, impacts and outcomes of Agency programs, products and services. The role contributes to the design, implementation and continuous improvement of research and evaluation projects, translating complex evidence into actionable insights that inform policy, program delivery, investment decisions and strategic planning. The position works collaboratively with multidisciplinary teams and internal and external stakeholders to develop robust evidence, support organisational learning, and promote a culture of evaluation and evidence-informed decision-making. Key outcomes include the delivery of high-quality research and evaluation projects; the development of clear, evidence-based findings and recommendations; the application of best-practice methodologies and standards; and the provision of specialist advice to support continuous improvement and demonstrate the value and impact of digital health initiatives. Key duties and responsibilities The Research and Evaluation Specialist (APS6 level or equivalent) will: • Lead and deliver research, evaluation and analysis projects that support Agency priorities and digital health initiatives. • Design and implement qualitative, quantitative and mixed-method research and evaluation activities. • Collect, analyse and interpret data from a range of sources to generate evidence and actionable insights. • Develop evaluation frameworks, logic models, performance measures and monitoring approaches. • Prepare high-quality reports, briefing papers, presentations and recommendations for a range of audiences. • Translate complex evidence and analytical findings into clear and accessible advice for decisionmakers. • Provide specialist advice on research methods, evaluation approaches and evidence-based practice. • Collaborate with internal and external stakeholders to support the planning, delivery and utilisation of research and evaluation activities. • Contribute to the development and maintenance of research, evaluation and reporting standards, tools and guidance materials. • Identify opportunities for continuous improvement and contribute to the Agency's research and evaluation agenda. Skills and capabilities (Selection criteria) • Demonstrated experience in research and evaluation, including the application of qualitative, quantitative and mixed-method approaches to assess program, policy or service outcomes. • Strong analytical and critical thinking skills, with the ability to synthesise complex information and develop evidence-based findings, recommendations and insights. • Experience designing and implementing evaluation frameworks, performance measures and research methodologies to support monitoring, evaluation and continuous improvement. • Excellent written and verbal communication skills, including the ability to prepare high-quality reports, briefs and presentations for diverse audiences. • Strong stakeholder engagement and collaboration skills, with the ability to establish productive working relationships and influence outcomes across multidisciplinary environments. • Demonstrated ability to manage competing priorities and deliver high-quality outcomes under limited direction, while exercising sound judgement and initiative. Desirable • Experience in health, digital health, program evaluation, public policy, applied research, behavioural science or a related field. • Qualifications in evaluation, social research, public health, statistics, psychology, behavioural science or a related discipline.
