Unsolicited emails will not be answered.  DHA has entered a critical period of reform to uplift its capacity to meet the ongoing and future housing and housing-related needs of the ADF. DHA is currently delivering a number of concurrent transformation initiatives to strengthen capability, improve operational sustainability, and support the scalability of services to meet future demand. This includes the FinSystems Project, which is focused on modernising financial technologies and processes, and the Digital DHA Program, which is focused on improving digital capability, service delivery and business transformation across DHA. As these initiatives progress through different delivery phases, DHA requires flexible change management capability that can be directed across FinSystems and Digital DHA based on operational priorities, project milestones, business readiness activities and surge demand. Key duties and responsibilities Change Manager support services are required to partner with business stakeholders across both initiatives to support change planning, stakeholder engagement, communications, learning, business readiness, adoption and implementation activities. The Change Manager will operate as a flexible shared resource across the FinSystems Project and Digital DHA Program. Work allocation will be managed by DHA and may vary throughout the engagement to respond to operational need, project priorities, delivery milestones, implementation activities and periods of increased demand. The role will be required to identify integration points, linkages, dependencies and cumulative change impacts across initiatives, and contribute to an enterprise view of change to support effective sequencing, stakeholder engagement and business readiness. Personnel nominated to perform the services will have the following skills: Minimum 5 years' experience performing a Change Manager role on complex organisational or technology-enabled transformation programs. Demonstrated experience leading change activities for enterprise-wide technology implementations affecting multiple business units and stakeholder groups. Demonstrated experience developing and implementing stakeholder engagement, communication, learning and business readiness strategies for complex transformation initiatives. Demonstrated experience undertaking change impact assessments and readiness assessments to inform implementation planning. Experience working within Government, Defence, or similarly complex and regulated environments will be highly regarded. Relevant tertiary qualifications and/or recognised change management certification (e.g. Prosci, APMG, ChangeFirst or equivalent). Personnel nominated must be highly motivated with a strong work ethic and able to work effectively across teams to meet critical deadlines. Applicants are expected to be proactive and motivated to build their site knowledge of the business and technical areas at DHA to provide advice to the project’s business owner.  Criteria The buyer has specified that each candidate must provide a response to each criterion. Response - Extent to which the response demonstrates an understanding of DHA's requirements and presents a suitable approach to delivering the services. 2. Capability and Experience of Nominated Personnel - Demonstrated capability, qualifications and experience of the nominated personnel in delivering change management services for complex business and technology transformation initiatives. Responses should demonstrate a minimum of five years' relevant experience and provide examples of comparable engagements. 3. Supplier's Experience and Performance History: Demonstrated experience and successful delivery of similar engagements, including client references and evidence of performance. 4.
