Program Manager

Role/s: 1 x EL2 Program Manager The EL2 Program Manager (Labour Hire) is responsible for leading and coordinating the delivery of a large-scale, cross-functional program that aims to improve the integrity of the National Disability Insurance Scheme.  The EL2 Program Manager (Labour Hire) will work with multiple teams and stakeholders to define the program vision, goals, roadmap, and metrics, and to ensure alignment and collaboration across the organisation. The EL2 Program Manager (Labour Hire) will also apply agile principles and practices to facilitate the planning, execution, and adaptation of the program, and to foster a culture of learning and improvement. Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Communicate the program vision, goals, roadmap, and ensure alignment and buy-in from key stakeholders. Work with the program office to manage the program budget, resources, risks, dependencies, and issues, and ensure timely and effective resolution. Establish and maintain the program backlog and prioritise and plan the program increments and iterations with project teams. Facilitate program reporting and proactively monitor project health metrics and support the delivery teams to take corrective action to keep committed government milestones on track. Apply agile principles and practices to the program, such as iterative and incremental delivery, feedback loops, retrospectives, and continuous improvement. Champion Agile methodologies (e.g., Scrum, Kanban) throughout the program lifecycle by supporting the establishment of ceremonies such as sprint planning, daily stand-ups, sprint reviews & retrospectives ensuring alignment to best practises. Lead the Scrum of Scrums and support delivery leads & project managers in the escalation of issues within the program and support the various teams to deliver value and quality. Monitor and report on the program progress, performance, and outcomes, and ensure transparency and visibility to all stakeholders. Communicate effectively with stakeholders in a variety of forums and serve as the primary point of contact for the day-to-day program delivery. Identify and implement best practices and lessons learned from the program and share them with the wider organisation. Demonstrated experience managing large scale, complex and cross functional programs or projects with a focus on utilising agile methodologies. 2. Extensive experience in delivering and applying agile methodologies. 3. Strong knowledge and understanding of the integrity challenges and opportunities and the ability to translate them into actionable and measurable program goals and outcomes. 4. Strong communication, collaboration, and influencing skills, and the ability to work effectively with senior leadership, stakeholders, and teams across the organisation. 5. Experience delivering with cross functional teams across business areas, enabling services, external stakeholders and technology.
