Role/s: 2 x EL1 Delivery Manager The Delivery Manager role will support the delivery of strategic data assets and data products by managing a cross functional team including Technical BAs, Data Analysts and Testers to deliver high quality outputs. Ensuring business and technical requirements align to validated business use cases. The role will be critical to the success of the delivery of the data assets and data products roadmap by being a leader and trusted voice that all areas of the Data & Analytics branch and other stakeholders can interact with to work through delivery scope, timeline and issues and bring together the business need with the data solution. The role will be an integral part of a delivery stream that is enabling data driven decision making and business performance improvements across the Agency. Supplier Briefing: A supplier briefing will not be held for this role. Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Lead a multidisciplinary project team to deliver data assets and products that underpin workflow and decision making across the organisation Manage project scope, schedule, dependencies, resourcing and risks Establish and maintain a delivery roadmap, aligned with program milestones. Manage a backlog of developments and enhancements, prioritising for value and feasibility. Regularly report delivery progress, risks and issues to senior responsible officers and program governance Coordinate engagement with business analysts, business representatives and service designers as required, to define clear and feasible requirements for data assets and products. Ensure a high degree of traceability and documentation within the delivery team. Review and provide feedback on business and technical design documents to ensure solutions meet business requirements and align to data governance, privacy, security, usability and quality standards. Work with other technical teams to coordinate design and testing activities across CRM, data and integration platforms, as required. (Note: responsibilities may change based on business priorities) Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Demonstrated expertise leading data teams to deliver change programs with high-quality outcomes 2. Demonstrated expertise managing data and analytics resources, including technical business analysts, data engineers and data analysts, to deliver robust solutions whilst meeting delivery timelines 3. Demonstrated expertise constructing a detailed plan of activity to discover, design, build and implement data products using best practice delivery methodologies (e.g. Agile, Prince2, PMBOK) 4. Experience working in agile and hybrid models to develop data products utilising JIRA to plan, track and measure progress and productivity 5. Experience building relationships with and positively influencing, internal and external stakeholders to identify and resolve delivery risks and issues 6. Experience using common project management tools (e.g. MS Project) Desirable criteria 1. Knowledge of data management principles and demonstrated application in the design and implementation of data and analytics products (e.g. DMBOK) 2. Hands on data analysis skills using contemporary analytics capabilities (e.g. SQL, Python) and platforms (e.g. AWS, Azure, Fabric, Snowflake, Databricks) 3.
