Senior Business Analyst

The Australian Digital Health Agency requires the services of an experienced Senior Business Analyst.   The Senior Business Analyst will be accountable under broad direction to perform complex work that provides detailed technical and professional business analysis, system analysis, and design changes that align with the vision and strategic direction of the Agency.  They will be engaged at an Executive Level 1 (EL1) equivalent level.  This is the level expected of senior technical specialists with the Australian Public Service. The Senior Business Analyst will exercise a considerable degree of independence and perform a leadership role working closely with stakeholders across the Agency to gain an in-depth understanding of business processes, technical infrastructure, technical services, strategic roadmap, and in the context in which the Agency operates.  The Senior Business Analyst will have considerable internal and external stakeholder interaction and will act as the conduit between the business units, internal stakeholders that will include the IT business management, solutions development, and solutions implementation functional teams within the Agency and with relevant stakeholders from the Health sector. Key duties and responsibilities The key duties and responsibilities of the Senior Business Analyst are as provided below, followed by the mandatory requirements for the position. Leadership and Accountability Provide expertise across a broad range of digital health standards activities potentially relating to the work of different program areas. Take responsibility for the achievements of own and team outcomes, monitor progress, and follow through to deliver quality outcomes. Recommend strategic directions for area of responsibility and consider wider agency implications when making decisions. Consider and effectively manage competing priorities and strategic directions when achieving team planning and project outcomes in line with agency goals and objectives. Provide a significant contribution to innovation and business improvement strategies. Engage with risk, including the conduct of risk assessment and risk management activities for area of responsibility. Accountable for the achievement of own and team outcomes, monitoring progress and following through to ensure the delivery of quality outcomes including managing competing priorities to develop and complete the following business analytical activities: Requirements gathering from a range of internal and external stakeholders, focusing on business needs and how multiple stakeholder needs can be addressed (e.g., consumers, healthcare providers, government). Impact assessment of proposals on current activities. Coordination of inputs on draft documents and analysis of feedback. Prioritisation of initiatives within strategic documents. Communication of complex policy ideas and articulating key points in diagrams/graphics, etc. Working across the business to identify and understand how other projects impact the work of the team (overlap, contribution, shared direction). Management Diversity and Span Accountable to lead the analysis of business needs across a complex portfolio of new and existing standards related initiatives, taking responsibility for: setting tasks and priorities, managing workflow to understand dependencies, and seeking and facilitating contributions to business and project requirements through workshops and feedback systems to ensure a consultative and coordinated solution co-design. Coordinate and undertake detailed or sensitive projects that impact on the strategic, political, or operational outcomes of the agency. Plan and monitor work processes, direct and coordinate quality assurance practices and set performance indicators. Build capability in a team environment through coaching others, providing performance feedback, conflict resolution and encouraging career development. Exercise autonomy and initiative in team management and allocation of resources and managing finances to meet objectives. Job Context and Environment Undertake work activities with an awareness of their possible impact on strategic, political, or operational outcomes for the agency/program. Attain and maintain an extensive understanding of the role and responsibilities of the agency, including and understanding of the APS operating environment more broadly. Work within established legislative and policy frameworks. Communicate and make decisions that are based on professional judgement, evaluating risks and in the context of a complex and changing environment. Work with a focus on research, analysis, and judgement to manage complex issues Stakeholder Management Engage and collaborate with key stakeholders to identify opportunities, achieve outcomes, and facilitate cooperation. Promote the agency’s business objectives through key strategic relationships with range of stakeholders. Develop and manage a range of stakeholder relationships. Establish and maintain internal and external networks. Represent and explain the views of the agency at cross-agency meetings and other forums. Present the agency’s position in the context of more complex issues. Manage stakeholders through change, resolving conflict and managing sensitivities. Identify new stakeholders considering future needs/direction and a changing environment. Mandatory Requirements Citizenship: Australian Citizenship Character check: Ability to obtain and maintain national police check Clearance: Ability to obtain and maintain a Baseline security clearance with the ability to obtain and maintain a higher clearance if required by the Agency. Demonstrated compliance/alignment with the Statement of Requirement 2. Experience successfully delivering in a complex, technical, multi-vendor environment with experience of management and leading the delivery across all parties 3. Relevant skills and knowledge including dependency management skills, documenting business requirements, stakeholder engagement, translating requirements into clear specifications for technical teams, processes analysis and recommendation documentation. 4. Effective leadership and people management skills coupled with skills in communicating with end users. 5. Strong interpersonal, issue resolution and change management skills. Desirable criteria 1. Experience in the procurement and delivery of large mission critical systems 2. Experience working in multi cloud environments for example Azure, OCI, AWS etc. 3. Detailed understanding, experience and leadership of projects following the Software Development Lifecycle (SDLC). 4.
