Role/s: 3 x EL1 Backend API Developer The EL1 Backend API Developer (Labour Hire) is responsible for designing, developing and supporting the digital platform services and consumer APIs that power the NDIA's web applications, portals and mobile applications. Working as part of a multidisciplinary delivery team, the Backend API Developer will develop secure, scalable and reliable services that provide a consistent integration layer between digital channels and enterprise platforms, including Salesforce and MuleSoft-based services. The successful candidate will be expected to use AI-assisted software development as a primary delivery mechanism, leveraging contemporary AI tools to accelerate implementation, testing, documentation and troubleshooting while maintaining accountability for the quality, security and maintainability of the resulting solution. Strong backend engineering knowledge remains essential, including the ability to review, validate and improve AI-generated code and technical outputs. Supplier Briefing: A supplier briefing will be held for this role, meeting details will be posted in the “Q&A” section of the RFQ for invited Sellers only once confirmed Rate: The proposed rate should reflect candidate's skills and experience against the Evaluation Criteria. Candidates that do not demonstrate these criteria will not be assessed. Candidates should be aware that rates may be negotiated further as part of the selection process. Citizenship: As part of the eligibility and suitability requirement, NDIA seeks Labour Hire Workers who are Australian citizens only. Successful candidates will be required to furnish valid evidence of citizenship during the Pre-engagement Check. Labour Hire Licence: Applicable for ACT, VIC and QLD: Labour hire licences are required in the state that specified personnel are being contracted. Key duties and responsibilities Responsibilities of the role include but are not limited to: Design, develop, test and maintain secure, scalable backend services and consumer APIs using modern framework such as Golang and GraphQL. Develop and support cloud-native applications deployed to Kubernetes and AWS EKS environments. Collaborate closely with frontend development teams, Salesforce developers, MuleSoft integration teams and solution architects to deliver integrated digital solutions. Design and implement authentication, authorisation and secure integration patterns that enable web, portal and mobile applications to access enterprise services. Utilise AI-assisted software development tools to accelerate implementation, testing, troubleshooting, documentation and delivery activities while maintaining accountability for technical outcomes. Contribute to platform reliability, observability, security and operational excellence, including support for Cloudflare Zero Trust and secure connectivity services. (NOTE: the key responsibilities of the role are based on current priorities and may change over time) Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Demonstrated experience developing secure, scalable backend services and APIs using Golang in enterprise or large-scale digital environments. 2. Strong technical knowledge of API design and integration patterns, including GraphQL, authentication and authorisation, API lifecycle management and service-to-service communication. 3. Experience developing and operating cloud-native applications using Kubernetes and AWS services, including Amazon EKS. 4. Demonstrated experience using source control, automated testing and CI/CD pipelines to build, validate and deploy backend services, and working across application, integration and architecture teams to deliver end-to-end digital solutions. 5. Demonstrated experience effectively leveraging contemporary AI-assisted software engineering tools to support software development, testing, debugging, documentation and delivery outcomes while maintaining a strong understanding of underlying engineering principles. 6. Ability to work collaboratively within multidisciplinary delivery teams and communicate effectively with technical and non-technical stakeholders. Desirable criteria 1. Experience implementing and supporting Cloudflare technologies, including Zero Trust, Access, Tunnels and edge security capabilities. 2. Experience designing and supporting consumer-facing API platforms that service web, portal or mobile application ecosystems. 3. Experience with modern integration architectures involving enterprise platforms such as Salesforce, MuleSoft or comparable technologies. 4. Experience working within government, regulated or highly governed technology environments.
