Job description

The Manager - Strategy and Content SFIA 6 supports the development, alignment and implementation of portfolio and departmental strategies that shape the Department’s future direction, capabilities and transformation priorities. The role brings together strategic design, human-centred design, business architecture, systems thinking and stakeholder engagement to connect government and departmental priorities with the needs of people, providers, workforce and the broader health, disability and aged care ecosystem. Working across organisational and portfolio boundaries, the role contributes to major strategies and implementation plans, including the Data and Digital Strategy, ICT Strategy and related Data, AI, Cyber and technology planning. It helps translate strategic intent into clear priorities, future states, capabilities, investment considerations and practical pathways for implementation. Key Capabilities: Experience developing and implementing organisational, portfolio, digital, technology or transformation strategies. Advanced human-centred and strategic design capability, including research, synthesis, systems thinking, future-state design and facilitation. Understanding of business architecture and the relationship between strategy, capabilities, services, processes, information and technology. Strong strategic analysis, synthesis and problem-framing skills. Ability to translate complex policy, business, technology and experience issues into clear strategic choices and recommendations. Experience developing strategies, implementation plans, roadmaps, future states and transformation priorities. Strong stakeholder engagement and facilitation capability, including working with senior executives and multidisciplinary teams. Ability to work across complex organisational and ecosystem boundaries and bring structure to ambiguous, interconnected problems. Understanding of transformation within complex service environments, preferably within government. Key duties and responsibilities The department is seeking to recruit a Manager - Strategy and Content SFIA 6, to undertake tasks that include, but are not limited to, the following: Strategy Development and Alignment Lead the development and implementation of Data, Digital and ICT strategies, ensuring alignment with departmental, portfolio and government priorities. Translate strategic priorities into clear outcomes, opportunities and transformation initiatives across Data, Digital, ICT, AI and Cyber domains. Identify emerging technology opportunities, including AI and automation, and assess their implications for strategy, capability and operating models. Strategic and Human-Centred Design Apply human-centred design and evidence-based approaches to ensure strategies reflect the needs of users, providers, workforce and stakeholders. Use research, engagement and insights to identify systemic challenges, strategic opportunities and future service improvements. Leverage AI and emerging technologies to support strategic design and innovation while maintaining accessibility, trust, inclusion and human oversight. Business Architecture and Future-State Design Connect strategic outcomes with business capabilities, services, processes, information and technology through collaboration with architecture functions. Contribute to future-state organisational and ecosystem design, identifying dependencies and opportunities across policy, data, technology and service delivery. Assess the impact of AI, automation and emerging capabilities on workforce roles, service models and organisational capability. Transformation and Implementation Planning Translate strategic direction into prioritised transformation initiatives, roadmaps and implementation plans. Evaluate and prioritise investment opportunities based on strategic alignment, value, feasibility, risk and organisational outcomes. Support responsible adoption, testing and scaling of AI and emerging technologies to drive transformation and efficiency. Stakeholder Engagement and Strategic Facilitation Build strong relationships across policy, program, digital, data, technology and corporate functions to support strategic outcomes. Facilitate workshops, co-design activities and multidisciplinary discussions to drive collaboration, decision-making and innovation. Communicate complex strategic issues, opportunities and recommendations clearly to senior executives and governance bodies. Evidence, Analysis and Strategic Assurance Synthesise research, data, policy, operational evidence and stakeholder insights to inform strategic decision-making. Apply analytical and AI-enabled approaches to identify trends, assess opportunities and support evidence-based strategy development. Provide strategic assurance and advice by evaluating initiatives, monitoring emerging technologies, and considering governance, privacy, security and responsible AI requirements. The seller must ensure that the Labour Hire worker performing the services during the term of this contract, facilitate an effective transfer of skills and knowledge to the buyer to enable full use of services and deliverables and associated documents. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Demonstrated experience leading the design and implementation of enterprise-wide service strategies that align organisational priorities, policy objectives and customer outcomes, translating strategic intent into clear transformation priorities, roadmaps and measurable outcomes. 2. Advanced capability in human-centred design, service design and systems thinking, with the ability to synthesise research, evidence and stakeholder insights to identify systemic issues, future opportunities and end-to-end service improvements across complex environments. 3. Proven ability to design future-state services and operating models, connecting customer experience, business processes, workforce, policy, data and technology to deliver sustainable transformation outcomes and organisational capability uplift. 4. Exceptional stakeholder engagement, facilitation and relationship management skills, with a demonstrated ability to lead multidisciplinary collaboration, influence senior executives and build consensus across diverse organisational and portfolio stakeholders. 5. Strong understanding of the role of digital, data, AI and emerging technologies in service transformation, including the ability to assess opportunities, manage risks and ensure solutions support accessibility, trust, inclusion, governance, and service outcomes. 6. Highly developed analytical, problem framing and strategic advisory skills, with the ability to integrate research, operational evidence, policy, architecture, and performance information to inform executive decision-making and assure alignment with strategic objectives Desirable criteria 1. Experience leading service design, transformation or strategic reform initiatives within government or other large, complex public sector environments, with an understanding of policy development, governance and public service delivery. 2. Knowledge of business architecture, enterprise architecture or capability-based planning, including the ability to connect service outcomes with organisational capabilities, processes, information and technology investments. Demonstrated understanding of artificial intelligence, automation and emerging technologies, including their practical application to service design, organisational transformation and responsible innovation. 3. Experience contributing to or leading major digital, data, ICT or customer transformation initiatives that deliver measurable improvements in service experiences, organisational performance or operational efficiency. 4. Formal qualifications, accreditation or significant professional experience in service design, human-centred design, design thinking, user research or related disciplines.
