Benefits Realisation Specialist

The Agency has a mature Digital Health Benefits Framework that leverages the internationally recognised Quintuple Aim for Health Care Improvement to support the measurement and realisation of benefits arising from digital health investments and initiatives. The Agency is seeking an Executive Level 1 (EL1) employee who is a skilled benefits specialist with expertise including, but not limited to, cost-benefit analysis, cost-effectiveness analysis, cost-utility analysis, multi-criteria decision analysis, qualitative benefits assessment, behavioural economics and benefits realisation. Reporting to the Director, Research Evaluation & Statistics, the Benefits Realisation Specialist provides strategic leadership and expert advice on benefits management, benefits realisation and economic evaluation across the Agency. The role is responsible for leading complex benefits analyses, maintaining the Agency's Digital Health Benefits Framework, supporting evidence-based decision-making and demonstrating the value and impact of digital health investments through robust behavioural, economic and outcomes-focused evaluation. Key outcomes for this role include: Leading benefits management and benefits realisation activities across Agency programs, projects and digital health initiatives.Leading complex benefits analyses, including economic, behavioural and qualitative assessments, to quantify and demonstrate the value, impacts and outcomes of digital health investments.Developing, maintaining and continuously improving the Agency's Digital Health Benefits Framework, methodologies, tools, standards and reporting approaches.Designing and undertaking economic evaluations, including cost-benefit analysis, cost-effectiveness analysis, cost-utility analysis, return-on-investment analysis and multi-criteria decision analysis, to support evidence-based decision-making.Establishing, monitoring and reporting benefits measures, indicators and evaluation frameworks that align with Agency strategic priorities and government requirements.Providing benefits assurance and quality review functions to ensure that benefits claims, assumptions, methodologies and evidence are robust, transparent and defensible.Actively collaborating with Agency teams and functional areas to support the accurate, timely and consistent identification, measurement, management and reporting of digital health benefits and disbenefits.Translating complex quantitative and qualitative evidence into meaningful insights and high-quality advice for executive decision-makers.Contributing to the development of a robust behavioural, economic and outcomes-focused evidence base for assessing and demonstrating the impact of digital health initiatives.Preparing high-quality reports, executive briefs, evaluation products, business cases and governance papers to support strategic investment and policy decisions.Identifying emerging risks, issues and opportunities associated with benefits management and benefits realisation and providing recommendations to support informed decision-making.Building organisational capability in benefits management, benefits realisation and economic evaluation through guidance, mentoring and stakeholder engagement.Actively championing Agency-wide adoption of benefits-led planning, performance measurement and evidence-based decision-making. The successful candidate will demonstrate:Demonstrated expertise in benefits management, benefits realisation and economic evaluation, including the application of methodologies such as cost-benefit analysis, cost-effectiveness analysis, multi-criteria decision analysis and qualitative benefits assessment.Strong analytical and problem-solving skills, with the ability to synthesise complex quantitative and qualitative information and translate findings into clear, evidence-based recommendations.Highly developed stakeholder engagement and influencing skills, with the ability to build effective relationships and work collaboratively across multidisciplinary teams and with a diverse range of stakeholders.Experience developing and implementing evaluation, measurement or performance frameworks, including the establishment of meaningful indicators, measures and reporting approaches.Excellent written and verbal communication skills, including the ability to prepare high-quality reports, executive briefs and presentations for technical and non-technical audiences.Demonstrated leadership capability, including the ability to operate with a high degree of independence, exercise sound judgement and deliver complex work in a dynamic environment. Key duties and responsibilities The Benefits Realisation Specialist will:Lead benefits management and benefits realisation activities across Agency programs, projects and digital health initiatives.Lead complex benefits analyses, including economic, behavioural and qualitative assessments, to evaluate and demonstrate the value and impact of digital health investments.Design and undertake economic evaluations, including cost-benefit analysis, cost-effectiveness analysis, return-on-investment analysis and multi-criteria decision analysis.Develop, maintain and continuously improve the Agency's Digital Health Benefits Framework, methodologies, tools and reporting approaches.Provide benefits assurance and expert advice to ensure benefits measurement is robust, evidence-based and aligned with best practice.Prepare high-quality reports, executive briefings and evidence products to support strategic decision-making, policy development and investment prioritisation.Build productive relationships across the Agency and collaborate with stakeholders to support the identification, measurement and reporting of benefits and disbenefits.Champion benefits-led planning, evaluation and evidence-based decision-making across the Agency.
