Job description

The Australian Digital Health Agency (ADHA) requires the services of an experienced Technical Delivery Manager to empower the agency's Product Managers to define the roadmap for products and services, remove blockers and support the delivery team so that they can maintain delivery throughput.  The Technical Delivery Manager will work as part of the Technology Delivery (TD) Branch in the agency’s Technology Services Division (TSD). Technical Delivery Managers unblock issues, support the delivery team, and monitor and improve performance of the team. They use agile methodologies, learning and iterating the product and processes frequently to meet user needs.  The Technical Delivery Manager will work closely with architecture, security, operations, product teams and external delivery partners to drive alignment between business priorities, technical strategy and delivery outcomes, thereby ensuring solutions meet clinical, operational, interoperability and security requirements. The role is accountable for delivery governance, technical assurance, risk and dependency management, vendor coordination and stakeholder engagement across multiple initiatives. It also plays a key role in strengthening the Agency's internal system integration capability by establishing delivery practices, maintaining technical standards and fostering collaboration across teams to support the ongoing evolution of Australia's national digital health ecosystem. Key duties and responsibilities The Technical Delivery Manager will be responsible for leading the end-to-end technical delivery of enhancements, integrations and changes across the Australian Digital Health Agency's national digital health infrastructure. Operating within a complex multi-vendor environment, the Technical Delivery Manager will provide technical leadership across solution design, integration, delivery, testing, service transition and operational readiness to ensure secure, reliable and scalable technology outcomes. The key duties and responsibilities are as provided below, followed by the requirements necessary to perform the role. Key duties Technical Delivery Manager will:Lead the end-to-end delivery of technical solutions across applications, cloud platforms and national infrastructure environmentsOversee solution design, development, integration, testing and implementation activities across multiple initiativesCoordinate delivery across internal teams, vendors and external partners to ensure successful and integrated outcomesManage technical dependencies, risks and issues impacting delivery schedules and quality outcomesInfluence outcomes across a matrix environment where delivery relies on collaboration rather than direct authorityRepresent technical delivery interests in governance forums, project discussions and cross-functional initiativesEnsure alignment between business priorities, technical strategy, solution architecture and delivery outcomesCollaborate with architecture, security, product, operations, clinical and other key stakeholders throughout the delivery lifecycleProvide technical leadership and oversight of systems integration activities across multiple solutions and vendorsDrive the adoption and continuous improvement of DevOps delivery practicesEnsure security, operational, clinical and compliance requirements are embedded throughout solution deliverySupport technology roadmap planning by providing delivery, integration and implementation expertisePartner with Operations and SIAM teams to ensure effective service transition, operational readiness and ongoing supportabilityOversee the management of cross-program interdependencies to maintain delivery cohesion across the technology portfolioDevelop and maintain key technical artefacts including solution designs, implementation plans and operational documentationContribute to the uplift of the Agency's system integration capability, delivery maturity and technical knowledgeRequirements for the role The Technical Delivery Manager will possess the following skills and capabilities: Technical Delivery LeadershipMinimum 12 years of experience delivering ICT solutions in complex enterprise environmentsDemonstrated experience leading the delivery of complex technology solutions across large-scale enterprise environments, including providing technical leadership across design, development, testing, integration and operational transitionExperience leading initiatives through to successful delivery while driving quality outcomes, improving delivery practices and supporting organisational capability upliftTechnical Expertise and Solution DeliveryStrong technical understanding of cloud platforms, enterprise applications, systems integration and large database environments, with the ability to guide solution outcomes and resolve complex technical challengesKnowledge of delivery and operational frameworks such as SDLC, ITSM, SIAM, COBIT, PRINCE2 or similarDemonstrated experience producing and reviewing technical documentation, including solution designs, detailed design documents, integration specifications, implementation plans and operational proceduresDelivery Governance and Vendor ManagementDemonstrated experience managing technical risks, issues, dependencies and interrelated delivery outcomes across multiple initiativesExperience working with multi-vendor delivery models, operational service environments, and service transition activitiesExperience working with multi-vendor delivery models and operational service environmentsStakeholder Engagement and CommunicationDemonstrated ability to engage, influence and collaborate with stakeholders across complex matrix environments to achieve delivery outcomes without direct authorityStrong stakeholder engagement, communication and technical documentation skills, with the ability to support project teams and effectively communicate technical concepts to both technical and non-technical audiencesQualifications and Industry ExperienceTertiary qualifications in Information Technology, Engineering or a related disciplineExperience within API development and healthcare technology environments is advantageous.The Australian Digital Health Agency (ADHA) requires all employees to have the ability to use artificial intelligence (AI) in their day-to-day role.  This includes the ability to use AI appropriately to enhance quality and efficiency, and (for more senior roles) improve or transform ways of working.  The ability to use AI independently and effectively at an intermediate level is required for this role. Citizenship:  Australian Citizenship is mandatory.  Evidence of Australian Citizenship must be sighted by the Seller before submitting candidates for consideration.  Australian citizenship, birth certificate, or passport numbers must be provided with candidate CVs. Clearance: Ability to obtain and maintain a Baseline security clearance with the ability to obtain and maintain a higher clearance if required by the Agency.
