Job description

Home Affairs is seeking a short-term engagement of specialist cyber resources to work with the internal team in delivering against the Commonwealth Cyber Security Strategy. It is expected that the engagement would be between 4 to 12 weeks for each initiative to support the internal teams with expert knowledge.  The total engagement term of 3-4 month is expected.  Due to the specialist nature of the work the Department would consider a combination of resources within the engagement envelope.  Due to the specialist requirement and short-term nature of the work the Department will work with the vendor on agreed timeframes to ensure the required support is available. The role is envisaged to have 2 focus areas: The engagement will predominantly support an analysis of the outcomes from the Grant to Connected Technology Alliance to develop an (industry led) voluntary labelling scheme.  Specialist support will assist in analysing the label design and label level structure (including technical advice on the levels of the scheme), scheme model, scheme charter and scheme rules. Technical knowledge and expertise to ensure threat blocking at scale and speed options (legislative and policy) are technically feasible and implementation possible.  The proposed engagement will provide specialist technical expertise to support the Branch.  The technical skillset includes; •           For smart device labelling, understanding of the necessary capabilities of test houses and appropriate methods to ‘certify’ and assess them as well as good knowledge of the smart device market in Australia. •           For threat blocking, familiarity with various related legislation including in the telco and intelligence space, as well as familiarity with telco and ISP operations and practical requirements. •           Technical capabilities and cyber security expertise (including knowledge of international standards such as ETSI and mechanics of threat sharing and threat blocking systems) to analyse and support policy and legislative design. •           Understanding of the threat sharing and blocking landscape upstream (telcos, ISPs, hyperscalers etc).
