Job description

The Department of Climate Change, Energy, the Environment and Water (DCCEEW) is seeking an experienced Software Developer to support the modernisation of the Full Carbon Accounting Model (FullCAM). FullCAM is a nationally significant environmental modelling platform that supports Australia's land sector greenhouse gas accounting, carbon stock estimation, environmental reporting and carbon-related policy outcomes. The FullCAM platform is undergoing a significant modernisation and cloud transformation initiative, transitioning from legacy technologies to a scalable, cloud-native architecture built on Microsoft Azure and modern data and analytics capabilities. The successful candidate will contribute to the design, development, support and ongoing enhancement of modern cloud-native solutions while also analysing existing and legacy applications to understand system behaviour, business rules, calculation logic and technical dependencies. The role will support both modernisation initiatives and the ongoing operation of business-as-usual applications to ensure continuity of critical services throughout the delivery lifecycle. The platform supports environmental modelling, simulation workflows, geospatial analysis, greenhouse gas accounting, scientific data processing and reporting functions. Developers will work closely with architects, systems analysts, data engineers, scientists and business stakeholders to modernise existing capabilities while maintaining the integrity, accuracy and reproducibility of scientific outcomes. Experience with .NET, .NET Framework, Angular, C++, geospatial technologies and data platforms is highly desirable. Candidates with strong software engineering fundamentals, a demonstrated ability to learn new technologies and a willingness to develop capability in these areas are encouraged to apply. Key duties and responsibilities The successful candidate will: •    Design, develop, test, deploy and maintain cloud-native .NET applications and REST[EM2.1][AA2.2] APIs on Microsoft Azure using services such as Azure App Service, Functions, Key Vault, Azure Blob Storage, Azure Data Lake Storage Gen2 and API Management. •    Implement secure application and API access using Microsoft Entra ID, OAuth 2.0 and OpenID Connect. •    Develop secure, scalable and maintainable application components using modern software engineering practices. •    Analyse existing .NET, C++, Python and SQL codebases to understand business rules, calculations, data transformations, integrations and system behaviour. •    Develop modern web applications using Angular and contribute across the full application stack. •    Work with SQL Server, Azure SQL and data-intensive workloads, including query development, optimisation and performance tuning. •    Develop and optimise high-performance and computationally intensive workloads, including integration with High Performance Computing (HPC)  environments where required[EM3.1][AA3.2]. •    Support the ongoing maintenance, enhancement and operational support of existing business-as-usual applications while modernisation activities are underway. •    Develop and maintain software components supporting environmental modelling, simulation workflows, carbon accounting, analytics and reporting capabilities. •    Implement business rules, calculation logic, validation controls and data processing requirements within modern cloud-based applications and services. •    Collaborate with scientists, analysts and technical specialists to implement and optimise complex calculation, modelling and data processing capabilities while maintaining scientific integrity and reproducibility of outcomes. •    Work with environmental, scientific and business subject matter experts to refine requirements and translate them into maintainable and scalable software components. •    Develop and maintain APIs, integrations and data exchange services between applications, modelling platforms, analytics capabilities and external systems. •    Support integration with environmental datasets, geospatial systems, analytics platforms and external data providers. •    Contribute to cloud-native analytics and data processing solutions leveraging Azure data and analytics services. •    Contribute to implementation of data lineage, auditability, traceability and reproducibility requirements within applications and data processing solutions. •    Contribute to automated testing, code quality practices, CI/CD pipelines, observability, security and operational support capabilities. •    Troubleshoot application, database and integration issues and participate in root cause analysis and remediation activities. •    Support testing, validation and verification activities to ensure implemented solutions meet scientific, business and reporting requirements. •    Develop an understanding of environmental modelling workflows, simulation processes and operational capabilities to support modernisation and ongoing enhancement activities. •    Explore and contribute to data engineering, analytics and platform capabilities where appropriate. •    Produce and maintain technical documentation, code artefacts and implementation guidance. •    Ensure solutions align with departmental architecture standards, security requirements and software development best practices[EM4.1][AA4.2]. •    Experience with modern data and analytics technologies such as Azure Data Lake, Databricks and Power BI, with an interest in data engineering and data science concepts. Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters.
