Job description

The Senior Business Analyst will undertake a focused 16-week discovery and requirements engagement to define the Minimum Viable Product (MVP) for the Anti-Dumping Commission's (ADC) Early Warning System (EWS), which forms Stage 1 of ADC's broader Data Intelligence and Trade Remedies Analytics Capability. The role is responsible for defining business requirements, data requirements, technical enablement requirements, governance requirements, opportunities, risks, constraints, dependencies and a roadmap to support future legal, technical and delivery decisions. The engagement is requirements-focused and does not include system build, technical architecture, implementation, dashboard development, MOU negotiation or data access approvals.  Key duties and responsibilities Define the MVP requirements for the Early Warning System (EWS) and secure data environment.   Define business and operational use cases, including public-facing dashboards, internal EWS outputs, investigations and Safeguards use cases.   Identify what investigations and Safeguards teams require from the EWS, including risk signals, import patterns, entity relationships and market indicators.  Determine requirements relating to ABS data, ABF Integrated Cargo System (ICS) data, Altana enterprise data and other approved data sources.  Identify lessons, capabilities and use cases from the Office of Supply Chain Resilience (OSCR) that may be relevant to the EWS MVP.  Define governance, access, security, information management and auditability requirements.  Identify CIOD business requirements for secure data receipt, storage, access, analysis, reporting and governance.   Define requirements and dependencies that need to inform the updated ABF Memorandum of Understanding (MOU), including investigation, Safeguards, EWS and market intelligence requirements.  Consult and engage with ADC stakeholders, investigations representatives, the Safeguards project team, CIOD, governance and data contacts, and relevant DISR teams.   Identify and document risks, assumptions, constraints, dependencies and decisions required before future delivery activities can commence.  Validate and prioritise requirements and develop a roadmap for future stages of the capability.  Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria Weighting 1. Capability The capability of the potential supplier to deliver the requirements outlined in the Statement of Requirement, including the supplier’s demonstrated skills, experience, methodology and past performance, and the skills, experience and capability of the personnel proposed to undertake the engagement. Assessment may include: Understanding of the engagement scope, that is focused on Early Warning Systems requirements, not solution delivery. Understanding of the objectives and required outcomes. Shows relevant experience producing business, data, reporting, governance, access, functional and non-functional requirements. Experience delivering comparable business analysis, requirements discovery and roadmap development engagements. Capability to undertake requirements elicitation, analysis, validation, prioritisation and documentation. Ability to produce, present high-quality deliverables into clear, decision-ready and procurement-ready artefacts. Demonstrates, provides clear approach for working with subject matter experts, decision-makers and the Safeguards project team. Understands and management of key risks, assumptions and dependencies with engagement Weighting: 50% 2. Capacity The capacity of the potential supplier to deliver the requirements outlined in the Statement of Requirement within the required timeframe and resource constraints, including: - Availability of proposed personnel and allocation of appropriate effort to the engagement. - Ability to provide practical approach for completing discovery, requirements definition, validation, prioritisation and roadmap development activities within the 12–16 week timeframe. - Capacity to manage scope and prioritise outcomes within a time-boxed engagement. - Ability to meet project milestones and deliver agreed outcomes within required timeframes. - Capacity to provide continuity of service and maintain delivery quality throughout the engagement period. Weighting: 50% Desirable criteria 1. Risk Any risks inherent in the potential supplier, including: - Any actual or perceived conflict of interest - Level of compliance with the ATM/RFQ (including the draft contract/work order/ official order) - Adequacy of insurance proposed by the potential supplier - Identifying practical risks, assumptions and dependencies that may affect the timebox. 2. Price All costs, fees, allowances and charges associated with the implementation and completion of contract obligations.
