Job description

Project Managers plan and manage the delivery of projects. Key duties and responsibilities Project Managers are accountable for day-to-day ICT program and project functions including resourcing, scheduling, prioritisation and task coordination. They are responsible for meeting project milestones, objectives and deliverables within agreed time frames and budgets, using correct methodologies in the process. Additionally, these officers ensure effective program/project delivery and prevention of potential issues by implementing well-thought-out risk management and contingency plans. Specified Personnel will be responsible for providing the following deliverables including but not limited to: Managing project scope, schedule, budget, resourcing, risks, issues, procurement, stakeholder engagement, change control, governance and reporting; Documenting a management plan that identifies the actions required to realise benefits; Preparing timely, accurate and high-quality reports, and project documents; Leading and supporting the planning, coordination, and delivery of ICT projects within complex environments. Defining project scope, objectives, deliverables, schedules, budgets, and resource requirements. Establishing and maintaining project governance, reporting, and communication frameworks. Engaging and collaborating with business stakeholders, sponsors, technical teams, vendors, and end users. Facilitating workshops, meetings, and decision-making forums to support project outcomes. Coordinating project activities across multiple teams and service providers. Monitoring project progress, milestones, deliverables, and dependencies. Identifying, assessing, and managing project risks, issues, changes, and mitigation activities. Maintaining project documentation, risk registers, issue registers, and status reports. Developing, managing, and monitoring project budgets, expenditure, and cost forecasts. Ensuring projects deliver value for money and achieve intended business benefits. Supporting project assurance, controls, compliance, and reporting activities. Applying relevant government frameworks, standards, and best practices to project delivery. Translating technical information into clear and concise communications for diverse stakeholders. Overseeing testing, user acceptance, implementation, and deployment activities. Ensuring solutions meet business requirements, technical standards, and organisational policies. Providing advice, analysis, and recommendations to support informed decision-making and risk-based remediation. Contributing to ICT initiatives, including IT service management, cybersecurity, enterprise software, infrastructure uplift, and digital transformation projects. Travelling interstate, as required.   Specified Personnel will be expected to transfer skills and knowledge to departmental staff and ensure appropriate documentation is stored in accordance with the Department’s recordkeeping policy and practices. The Specified Personnel will be responsible for producing the following deliverables, including but not limited to: Project management methodologies (Agile, Waterfall, Hybrid) IT infrastructure Business analysis and requirements management Testing assurance principles Vendor and contract management skills Leadership Communication and presentation Negotiation and influencing Problem-solving Conflict resolution Time management All deliverables performed by the specified personnel must: be performed or delivered promptly and without delay in accordance with the timeframes notified by the buyer from time to time; and meet the assessment and performance criteria set out in any monitoring and performance assessment processes notified to the seller from time to time. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Financial management: Level 4 (SFIA) Monitors and maintains financial records to agreed requirements for compliance and audit. Assists with identifying and calculating process, service, project and component costs for financial planning and budgeting. Collates required financial data and reports for analysis and to facilitate decision-making. 2. Organisational change management: Level 5 (SFIA) Develops the change management approach and a change management plan in collaboration with sponsors, users and project teams. Creates and implements action plans to ensure everything is ready for the change before going live. Acquires change management resources and develops their capabilities to deliver the required changes. Gathers feedback to allow timely improvements to the change management plan and approach. Assesses risks and takes preventative action. Develops and communicates tailored change management plans for senior stakeholder groups. Provides guidance and makes suggestions to support change sponsors. 3. Project management: Level 5 (SFIA) Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances. 4. Requirements definition and management: Level 4 (SFIA) Defines and manages scoping, requirements definition and prioritisation activities for initiatives of medium size and complexity. Contributes to selecting the requirements approach. Facilitates input from stakeholders, provides constructive challenge and enables effective prioritisation of requirements. Establishes requirements base-lines, obtains formal agreement to requirements, and ensures traceability to source. 5. Stakeholder relationship management: Level 5 (SFIA) Identifies the communications and relationship needs of stakeholder groups. Translates communications/stakeholder engagement strategies into specific activities and deliverables. Facilitates open communication and discussion between stakeholders. Acts as a single point of contact by developing, maintaining and working to stakeholder engagement strategies and plans. Provides informed feedback to assess and promote understanding. Facilitates business decision-making processes. Captures and disseminates technical and business information. Desirable criteria 1. Performance management: Level 4 (SFIA) Provides operational direction, support and guidance to assigned colleagues. Allocates routine tasks or project work, in line with team objectives and individual capabilities. Monitors quality and performance against agreed criteria to make learning recommendations or to escalate concerns. Coaches colleagues in developing target skills and capabilities in line with team and personal goals. Facilitates effective working relationships between team members.
