Job description

The Technical Analyst will be working in the Data & Digital Delivery Enablement Program.  ​​The Data & Digital Group provides information, computing, and communications solutions to enable the Bureau to provide the highest quality of observations, weather, climate, ocean, and hydrological products and services to Australia. The Delivery Enablement Program provides project delivery services, for the project portfolio, and this role will be key to delivering projects and programs undertaken through the Delivery Enablement Program.​  The Bureau is undertaking initiatives involving the implementation, enhancement and optimisation of various applications (including bespoke and COTS) and infrastructure to support business operations and strategic objectives.  The Technical Analyst will support the successful delivery of business and technology change initiatives by providing technical co-ordination and oversight and ensuring alignment with enterprise architecture and project objectives for initiatives that support critical enterprise capabilities. The Technical Analyst will work closely with the Project Managers / Team Managers, and alongside business, technical and delivery professionals to achieve agreed outcomes and benefits.   The successful candidate will be an experienced senior developer with proven ability to work in a team environment, build positive relationships and be flexible and innovative, with the ability to manage multiple deadlines under pressure.  They will possess advanced verbal and written communications skills and be confident working with different stakeholders, including project managers, delivery teams, vendors and senior managers.  A previous background working on relevant projects and previous experience with Federal Government and Bureau of Meteorology technology and processes would be highly advantageous.  Within broad guidelines the candidate will be required to undertake the following (not limited to):  Provide technical leadership, co-ordination and oversight of technical delivery activities across project(s)  Define and manage technical requirements, solution approaches, and delivery stages in alignment with approved design  Coordinate across developers, operations, architects, and stakeholders, including external IT services  Provide technical guidance to the project team from the delivery stage to completion  Provide / facilitate estimation, technical problem-solving, and developer mentoring  Represent the technical teams for project governance including delivery forums  Manage technical risks, issues, and dependencies throughout delivery  Ensure best practices in software engineering and compliance with Bureau standards and guidelines including CI/CD pipelines and DevOps practices  Ensure documentation, governance artefacts, and Go-Live requirements are met  Facilitate knowledge capture and transfer as a consistent way-of-working  Contribute to the project build if schedule priorities require supplemental development resourcing.  Comply with all Bureau work, health and safety policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.  Demonstrate a commitment to APS Values, Employment Principles, Code of Conduct and the Bureau's Social Justice Strategy.  Knowledge and Skills Required  Mandatory  ​​Strong experience in software development and technical delivery leadership  ​Ability to translate architecture into implementable solutions  ​Knowledge of security standards, testing practices, and compliance requirements  ​Proven capability to coordinate multidisciplinary teams and stakeholders  ​Experience with technical documentation and delivery frameworks  ​Be a team player, working with the practices of the teams you work with, as appropriate​  Desirable  ​​Experienced in implementing solutions that are aligned with architecture and security policies and direction  ​Deep experience in bespoke application architectures  ​Experience with technologies involved in DevSecOps such as Gitlab, SonarQube, Nexus, Jmeter, Maven, Selenium, Clair  ​Experience with best practices including CI/CD, and DevOps practices  ​Experienced with both on-premise and Cloud based application architecture  ​The technical scope of this role is extremely broad; everything from Linux, Oracle database, Python, Java, C/C++, builds to packages such as desktop applications or server platforms like databases. Deep expertise in any specific technology is not required, but a technically broad awareness at an application level is.   ​Working with Office365 including SharePoint, Teams and collaboration tools such as Gitlab  ​Experience working within large, regulated organisations. Familiarity with Federal Government and Bureau of Meteorology technology and processes.​  Quality of deliverables will be periodically assessed, along with feedback from stakeholders, team members and managers.   Meeting and Reporting Requirements  The successful candidate will be required to attend all meeting relevant to the daily tasks, including status reporting meetings.  Confidential Information  If requested by the Bureau, the successful candidate will be required to execute a written confidentiality undertaking in the form required by the Bureau.  Key duties and responsibilities Please see role description.
