Job description

The Business Analyst / Technical Writer is responsible for bridging business and technical teams to support the successful delivery of data, integration, information management, and digital services initiatives. The role combines business analysis, stakeholder engagement, documentation, communications, and technical writing to ensure business requirements are understood, solutions are effectively designed, and information is communicated clearly across the organisation. Key duties and responsibilities The key duties and responsibilities include, but are not limited to, the following: Business Analyst Responsibilities Elicit, analyse, validate, prioritise and document business, scientific, information, geospatial, reporting, data, integration and system requirements supporting FullCAM modernisation and broader business transformation objectives. Facilitate workshops, interviews and consultations with scientists, environmental specialists, GIS practitioners, reporting analysts, business stakeholders, architects and technical delivery teams to clarify requirements, resolve ambiguity, validate outcomes and build stakeholder consensus. Translate complex business and scientific requirements into clear and actionable artefacts, including business requirements, user stories, business rules, process models, data definitions, functional and non-functional specifications, acceptance criteria and requirements traceability documentation. Analyse and document current-state and future-state business processes, environmental modelling workflows, simulation processes, information flows, system integrations, reporting functions and operational capabilities. Analyse environmental and geospatial datasets, carbon accounting information, simulation inputs and outputs, reporting requirements and associated business rules to ensure solutions support scientific integrity and regulatory obligations. Develop and maintain analysis artefacts, including process models, conceptual and logical data models, data mappings, information architecture artefacts, integration requirements, impact assessments and change analysis documentation. Analyse requirements relating to data governance, quality, storage, retention, archiving, lineage, metadata, auditability and reproducibility, working closely with Data, Information Management and Records Management teams. Investigate and document validation, quality assurance and quality control processes supporting environmental modelling, carbon accounting, business reporting and regulatory outcomes. Analyse integration requirements across environmental datasets, geospatial systems, modelling tools, APIs, analytics platforms and external data sources, including dependencies and impacts across related projects and initiatives. Support business analysis activities associated with modern cloud-based data and analytics platforms, including Azure Databricks, Unity Catalog, Delta Lake and related reporting capabilities. FullCAM Phase 1 is focused on replacing legacy SQL Server and SSAS/OLAP dependencies with Azure-aligned data and analytics services while preserving required business and reporting outcomes.  Work closely with Enterprise and Solution Architects, developers, testers, data engineers, GIS specialists, scientists and business stakeholders to support future-state design, solution delivery and implementation. Assess the business, scientific, operational and technical impacts of proposed changes to systems, services, integrations, data, reporting functions and business processes, identifying associated risks, constraints, dependencies and opportunities. Support requirements prioritisation, change management, business transformation, testing, business validation, user acceptance and operational readiness activities throughout the delivery lifecycle. Prepare recommendations, business cases, briefing materials and supporting documentation for governance and decision-making forums, and coordinate stakeholder reviews and approvals for future-state services, processes and solution designs. Act as a key liaison between business, scientific and technical stakeholders, ensuring that requirements, decisions and approvals are appropriately documented and that delivered outcomes support business objectives, scientific integrity, transparency and regulatory obligations. Technical Writer Responsibilities Technical Documentation Develop, maintain, and review high-quality business and technical documentation, including: Business Requirements Documents (BRDs) Functional and non-functional specifications Integration and interface documentation Process maps and workflow documentation Standard operating procedures User guides and knowledge base articles Governance and approval documentation Communication & Stakeholder Information Develop communications materials for business stakeholders, project teams, executives, and external parties as required. Translate complex technical, data, and integration concepts into clear, concise, and audience-appropriate documentation. Ensure consistency of messaging across program documentation and communications. Documentation Governance Maintain documentation repositories and version control practices. Ensure project, program, and operational documentation remains current, accurate, and accessible. Support audit, compliance, and information management requirements through effective record keeping. Program Support Document integration requirements, dependencies, decisions, and outcomes to support wider program delivery. Produce briefing papers, reports, presentations, and executive summaries to support governance, decision-making, and stakeholder engagement. Work with project teams, architects, and subject matter experts to ensure technical documentation accurately reflects implemented and future-state solutions. Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. Demonstrated experience engaging with business and technical stakeholders to elicit, analyse, and document business requirements, facilitate workshops, and develop practical solutions that align with organisational objectives. 2. Strong ability to develop clear, accurate, and audience-appropriate business and technical documentation, including requirements documents, process maps, specifications, integration documentation, user guides, communications, and briefing materials. 3. Experience analysing business processes, data flows, system integrations, information management practices, and records management requirements, with an understanding of data governance and archiving principles. 4. Highly developed analytical, problem-solving, and communication skills with the ability to work effectively across multidisciplinary teams, including business representatives, architects, project managers, technical specialists, and external stakeholders. Desirable criteria 1. Experience working within government, regulatory, or large complex organisations, including delivering business analysis, technical writing, data, integration, or digital transformation initiatives using Agile, Scrum, PRINCE2, or similar project delivery methodologies. 2. Experience using Python, R or similar tools for environmental, scientific or data analysis activities. 3. Demonstrated experience analysing complex scientific, environmental, geospatial or data-intensive business environments, including data governance, metadata, lineage, auditability, reporting requirements and associated business rules.
