Senior Business Analyst

The Australian Criminal Intelligence Commission (ACIC) requires an experienced seller to provide a Senior Business Analyst to support large bodies of work to ensure capability uplift.  The Senior Business Analyst is required to support various business areas in the National Criminal Intelligence System (NCIS) Program with the following activities: • identify solutioning options for the business needs, • to provide options to business or capability owners so they can make informed decisions to balance business priorities, • Contributing to the continuous improvement of the ACIC’s project governance framework, System Development Lifecycle framework and Business Analyst Group and  • Managing the execution of business process improvements.  Key duties and responsibilities • Analyse and redesign business processes to improve efficiency, effectiveness and enable technology and automation. • Elicit, analyse and document business requirements, data flows and system interactions in line with ACIC governance frameworks. • Develop clear business artefacts including process models, data models, requirements, business cases, capability blueprints and concepts of operations. • Assess feasibility of process and system changes and recommend fit‑for‑purpose solutions. • Facilitate stakeholder workshops and support decision‑making on complex business problems. • Manage and support the delivery of business process improvements in collaboration with project managers, delivery teams and partner agencies. • Build strong stakeholder relationships and provide high‑quality briefings and documentation for senior internal and external audiences. • Ensure all documentation complies with ACIC project management quality standards, and contribute to continuous improvement of governance and business analysis practices. • Representing the work area at relevant meetings and forums. • Participating in the ACIC Community of Practice. • Undertaking official travel interstate, if required (rarely) The ACIC requires specified personnel to: Obtain the ACIC’s Organisational Suitability Assessment (OSA) prior to commencement. Have an Australian Government security clearance (AGSVA) to the minimum of Negative Vetting Level 1 (NV1) or be willing to undergo and obtain and AGSVA NV1 clearance. As directed by the ACIC, complete a Deed of Confidentiality or Non-Disclosure Agreement prior to commencement or comply with processes required to engage the Specified Personnel under section 48 of the Australian Crime Commission Act (2002). Criteria The buyer has specified that each candidate must provide a response to each criterion. Each response is limited to 3000 characters. Essential criteria 1. Five (5 )years experience, including delivery of functional/non-functional requirements, as-is and to-be process design, preparing test scripts and participating in business testing activities. 2. Demonstrated experience working in Law Enforcement and/or Intelligence agencies to deliver National and/or cross agency capabilities. 3. Demonstrated experience operating as a business analyst in agile and fast-paced program delivery whilst maintaining alignment with strategic objectives 4. Demonstrated ability to effectively communicate, engage and manage internal and external stakeholders. Desirable criteria 1.
