Manager Project Manager

The Project Manager is responsible for the successful delivery of Radar infrastructure projects by providing strong project leadership, governance, stakeholder engagement and risk management to ensure strategic infrastructure outcomes are achieved safely, on time, within budget and in alignment with organisational priorities. The responsibilities of the role include, but are not limited to: Manage the end-to-end stages of delivering a weather radar or other weather observations infrastructure projects. This includes preparing and maintaining project artifacts such as Project Plans, Schedules, Risk and Issues Registers, preparing Statements of Works for various suppliers of goods and services, Day-to-day management of Design & Construction contracts to deliver Radar installations, working with the Project Financial Controller to develop budget forecasts and phasings, monthly progress reporting to the Bureau's Enterprise Program Management Office, managing procurement and approaches to market, contract management and engaging with internal and external stakeholders. Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct. Success Outcomes: Milestones delivered on schedule. Project expenditure maintained within approved tolerances. Governance compliance achieved across all projects. High stakeholder satisfaction and effective contractor performance. Infrastructure assets transitioned successfully to operations with minimal defects or rework. Key duties and responsibilities Key Performance Indicators 1. Schedule Performance KPI: Project milestones achieved on or before the agreed baseline date. Why it matters: Measures planning effectiveness and the ability to manage dependencies, contractors, approvals, and delivery risks. 2. Risk Management Effectiveness KPI: Effectively manage critical project risks with active mitigation plans and appropriate treatment actions. Why it matters: Infrastructure projects often face contractor, site access, regulatory, safety, and supply-chain risks. Effective risk management directly supports successful delivery. 3. Stakeholder Satisfaction KPI: Stakeholder satisfaction scores from sponsors, operational owners, and key project partners. Why it matters: Infrastructure projects rely heavily on collaboration between internal business areas, technical teams, vendors, and external stakeholders. 4. Governance and Reporting Compliance KPI: Governance artefacts completed and submitted on time (status reports, project reviews, risk registers, change requests, financial reports). Why it matters: Ensures transparency, accountability, and informed decision-making by project boards and senior executives. 5. Project Delivery Quality KPI: Project milestones delivered to expected quality standards.  Why it matters: Measures the quality of scope definition, design, contractor management, testing, and transition to operations. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Offers will be evaluated in accordance with the Commonwealth Procurement Rules to determine the best value for money outcome for the Bureau. The criteria for evaluating tender responses will encompass: (a) the extent to which the Tenderer’s offer meets the Commonwealth’s requirement set out in the RFQ; (b) the Tenderer’s proven capacity to provide the requirement; and (c) the total costs to be incurred by the Commonwealth.
