Job description
Senior Change Manager - AI Program Team: The Project Services team oversees the portfolio of projects (including projects, business plan initiatives and major business as usual activities requiring coordination and management of change), providing strategic leadership and specialist delivery capabilities to ensure successful, organisation-aligned outcomes. Project Services supports the delivery of projects central to delivering our core purpose of investing for the benefit of future Australians, as well as the delivery of Business Plan initiatives integral to the delivery of our strategy. This support includes the provision of program and project management, change management and analysis services as well as oversight and reporting across the overall program of projects. Role: Reporting to a Senior Manager, Project Delivery, the Senior Change Manager will lead end-to-end change delivery across business and technology initiatives. The role requires a well-rounded practitioner who can assess impacts and readiness, develop fit-for-purpose strategies and plans, engage stakeholders, and deliver communications and adoption activities. The role will also help implement processes, tools, and techniques to manage the people side of change to achieve required business outcomes and support the ongoing development of change management capability within the Agency. The Agency operates in a dynamic, high-performing environment where priorities shift quickly and multiple strategic initiatives are delivered concurrently. Success requires adaptability, sound judgement, credibility with senior stakeholders and consistently high-quality delivery. While the role reports to the Senior Manager – Project Delivery, the role will be dedicated to supporting the AI Strategy program of work, our projects are ‘business led’ with Project Sponsors (executive level) and Project Leads (senior leaders) from business areas helping drive the change through the organisation, this role will work closely with these stakeholders. The AI program aims to operationalise the Agency’s AI Strategy by strengthening investment outcomes, enhancing AI governance, and building organisational capability. To be successful in this role, the candidate will demonstrate: Demonstrated experience leading end-to-end change across complex programs, combining strategic advice with practical delivery. The ability to assess and manage change impacts, readiness, risks and resistance, and translate these insights into practical plans and actions. Strong stakeholder engagement and influencing skills, with the credibility to partner with sponsors, senior leaders and delivery teams. Strong planning and delivery capability across stakeholder engagement, communications and adoption activities. Sound judgement, adaptability and the ability to deliver high-quality outcomes in a fast-paced, ambiguous environment. Excellent written and verbal communication skills, with the ability to translate complexity into clear, audience-focused messages. Key duties and responsibilities Responsibilities Description Success in the role is… Change Management Manage change delivery Lead the development and hands-on delivery of fit-for-purpose change strategies and plans across assigned initiatives. Assess and manage change impacts, stakeholder readiness, risks, resistance and dependencies throughout delivery. Translate assessment findings into targeted engagement, communications, adoption and reinforcement activities. Integrate change activities and milestones into project plans, working closely with sponsors, project leads, the PMO and adjacent functions. Monitor readiness, feedback and adoption, adapting the change approach as priorities and circumstances evolve. Coach leaders and delivery teams in applying the Agency’s change management framework and building change capability. Stakeholder Management Build relationships with broad range of delivery related stakeholders Build credible relationships with sponsors, senior leaders, delivery teams and impacted stakeholders to understand priorities and shape the change approach. Influence decisions, surface impacts and resistance, and tailor engagement to stakeholder needs. Enable business-led change by equipping leaders with clear expectations, messages and practical support. Communication & Reporting Integrate change planning and provide clear reporting Maintain integrated change plans, milestones and dependencies within the broader project or program schedule. Provide concise reporting and advice on readiness, people risks, capacity for change and implementation sequencing. Escalate emerging issues and recommend practical actions to maintain momentum and outcomes. Change Communications & Engagement Content creation and delivery Plan and deliver end-to-end change communications and engagement aligned to the change strategy and stakeholder needs. Translate complex impacts and decisions into clear, practical content for leaders, managers and staff across relevant channels. Develop and deliver communications and supporting artefacts, including updates, briefing packs, key messages, FAQs, intranet content, guides and visual materials. Partner with Internal Communications while retaining hands-on accountability for change content, sequencing and delivery. Use feedback and sentiment to refine communications and engagement activities and strengthen adoption. Skills and Experience Qualifications Tertiary qualified in business, human resources, change management, organisational psychology or a similar relevant discipline. Trained in change management approaches and methodologies such as PCI or Prosci. Knowledge and Experience Seven to ten years’ experience leading end-to-end change across complex project, program and business-as-usual initiatives. Strong practical experience in impact and readiness assessment, change planning and delivery, stakeholder engagement, communications and adoption. Demonstrated ability to provide strategic change advice while remaining accountable for hands-on execution. Experience delivering behavioural, cultural and technology-enabled change in complex environments with multiple interdependent initiatives and stakeholders. Experience partnering with sponsors, senior leaders, project teams, PMO and communications functions to support business-led delivery. Strong working knowledge of change and project delivery methodologies, tools and governance. Experience improving change practices and coaching others to strengthen organisational change capability. Experience in government, financial services or investment environments is desirable.
