Job description
Program Managers coordinate the delivery of multiple related projects and other change activities, which may include business-as-usual activities. Program Management professionals plan and undertake administration of a specific program. Working under the broad direction of a Director, they are expected to optimise the effectiveness of programs in their area of responsibility. In performing a leadership role, they undertake strategic planning and drive innovation and changes in workplace practices. Program Managers play a key role in developing and maintaining relationships with internal and external stakeholders. Program Managers coordinate the delivery of multiple related projects and change activities within the Automation and AI Assurance program of work. They provide program management, assurance and stakeholder coordination expertise to support safe, legal, ethical and responsible automation and AI initiatives across the agency. The role requires the ability to operate across technical, governance and specialist domains to identify risks, guide assurance activities and support informed executive decision-making. The Program Managers must have the ability: Research, analyse and make sound decisions using appropriate judgement Plan strategically and prioritise workload for self and teams to accomplish business outcomes Collaborate with other staff in immediate area and in other areas of the agency Oversee, manage and support staff Knowledge of AI, data and digital transformation programs. The successful candidate must have the ability to quickly gain knowledge and understanding of: payments, programs and services administered by the agency project and program management frameworks and policies legislation, policies, procedures and information management requirements relevant to the work area the agency’s privacy, ethics, workplace health and safety and security protocols. Key duties and responsibilities Duties will include some or all of the following: Lead and coordinate program management activities across the Automation and AI Assurance program of work, including planning, prioritisation, monitoring and reporting. Guide initiative owners and technical leads through assurance requirements for automation and AI use cases, including AI agent capabilities. Coordinate input from specialist domains including Cyber, Legal, Data, Fraud, Privacy, Ethics, CX, Procurement and Enterprise Architecture. Identify, document and track risks, issues, dependencies and decisions to support responsible AAI delivery. Develop, maintain and improve assurance artefacts, registers, status reports and governance documentation. Provide independent oversight and advice to support executive and governance committee consideration of AAI initiatives. Support post-implementation assurance, audit readiness and remediation activities for live or legacy automation and AI initiatives. Build capability through knowledge transfer, stakeholder engagement and continuous improvement of assurance processes. Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. Performance management: Level 5 (SFIA) Forms, maintains and leads workgroups and individuals to achieve organisational objectives. Determines and delegates objectives and task responsibilities to individuals or teams including people management responsibilities as appropriate. Sets the quality, performance and capability targets in line with organisational goals. Monitors performance and working relationships and provides effective feedback to address individual issues. Encourages individual development of skills and capabilities in line with team and personal goals. Facilitates the development of individuals by adjusting workload, targets, and team capacity. Plays an active role in formal organisational processes such recruitment, reward, promotion and disciplinary procedures. 2. Portfolio, programme and project support: Level 4 (SFIA) Supports programme or project control boards, project assurance teams and quality review meetings. Takes responsibility for the provision of support services to projects. Uses and recommends project control solutions for planning, scheduling and tracking projects. Sets up and provides detailed guidance on project management software, procedures, processes, tools and techniques. Provides basic guidance on individual project proposals. May provide a cross programme view on risk, change, quality, finance or configuration management. 3. Project management: Level 5 (SFIA) Takes full responsibility for the definition, approach, facilitation and satisfactory completion of medium-scale projects. Provides effective leadership to the project team. Adopts appropriate project management methods and tools. Manages the change control process and assesses and manages risks. Ensures that realistic project plans are maintained and delivers regular and accurate communication to stakeholders. Ensures project and product quality reviews occur on schedule and according to procedure. Ensures that project deliverables are completed within agreed cost, timescale and resource budgets, and are formally accepted, by appropriate stakeholders. Monitors costs, times, quality and resources used and takes action where performance deviates from agreed tolerances. 4. Quality management: Level 6 (SFIA) Achieves and maintains compliance against national and international standards, as appropriate. Prioritises areas for quality improvement by considering strategy, business objectives and results from internal and external audits. Initiates the application of appropriate quality management techniques in these areas. Initiates improvements to processes by changing approaches and working practices, typically using recognised models. Identifies and plans systematic corrective action to reduce errors and improve the quality of the systems and services. 5. Stakeholder relationship management: Level 6 (SFIA) Leads the development of comprehensive stakeholder management strategies and plans. Builds long-term, strategic relationships with senior stakeholders (internal and external). Facilitates the engagement of stakeholders in support of the delivery of services and change projects. Acts as a single point of contact for senior stakeholders, facilitating relationships between them. Negotiates to ensure that stakeholders understand and agree on what will meet their needs, and that appropriate agreements are defined. Oversees monitoring of relationships including lessons learned and appropriate feedback. Leads actions to improve relations and open communications with and between stakeholders. Desirable criteria 1. Financial management: Level 5 (SFIA) Advises on financial planning, budgeting, costing, accounting and charging using recognised accounting practices and standards. Develops financial plans and forecasts. Monitors and manages expenditure and examines areas where budgets and expenditure exceed agreed tolerances. Contributes to the definition and operation of effective financial control and decision-making. Analyses actual expenditure, examines variances, and advises on options in the use of available budget.
