Senior Business Analyst

The Business Analyst will significantly contribute to the team designing and developing a robust and scalable 'Water Data Hub' system on Amazon Web Services infrastructure. This is an opportunity to be part of the team developing a modern and secure Cloud solution based on the latest technologies and applications.   The Business Analyst will be responsible for formulating and producing requirement specifications, information gathering and evaluation; skilful acknowledgement and reconciliation of conflicts between stakeholder groups; decomposing high level information into details; abstracting low level information to compose a general understanding; and separating user requests from the true underlying business needs. The role should also ensure that requirements are achievable and testable and should collaborate closely with business stakeholders to achieve results.   Key duties and responsibilities The responsibilities of the role include but are not limited to:    Provide exceptional Business and Process Analysis services to the project, evident by high quality deliverables, developed proactively prior to need and in a format suitable for intended stakeholders.  Establish and maintain relationships, navigating uncertainty and negotiating pragmatic outcomes by working collaboratively with a diverse set of stakeholders from the program, and acting as the conduit to bridge the gap between business groups and IT.  Work with the Project Manager to identify stakeholders to engage for requirement elicitation. Liaise with stakeholders to clarify scope, business problems and user stories/requirements in a timely and efficient manner.  Work with the architecture, testing and change stakeholders to ensure alignment in deliverables, engagement and delivery teams to deliver solutions to meet the customer needs.  Contribute to the formation and use of agreed communications, transformation activities and training plans.  Develop and assist business areas in the preparation of process maps, roadmaps, test cases, and support the acceptance and implementation of business solutions including involvement in user acceptance testing, go-live activities and hypercare support.  Govern and quality-assure the application of the business analysis framework including knowledge management requirements across the project delivery lifecycle, ensuring adherence by all Business Analysts to the required framework.  Commitment to APS Values, Employment Principles, Code of Conduct, and the Bureau's Social Justice Strategy.  Complying with all Bureau work, health and safety policies and procedures, and taking reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.    KNOWLEDGE & SKILLS REQUIRED    Mandatory   Strong business analysis skills including experience in elicitation of functional and non-functional requirements, requirements management and traceability within large IT-focussed programs.  Experience with Waterfall, Agile or Iterative methodologies.  Experience working with and influencing a diverse stakeholder group including ICT operations and technical team, as well as customer facing and business operations teams.  Excellent listening skills to extract clear, accurate and concise requirements from stakeholders   Strong communication and negotiation skills - the ability to adjust style and approach to the audience and to be able to reach acceptable compromise solutions between diverse stakeholders  Experience with requirements management tools e.g. Microfocus ALM/Quality Centre or Atlassian JIRA tools.  Knowledge of BABOK and BPMN.  Pragmatic, flexible, calm, self-aware, resilient, proactive and results driven.  A degree or diploma of an Australian educational institution or a comparable overseas qualification or other comparable qualifications, which are appropriate to the duties.  Minimum 5 years' experience in a similar role working within a medium to large complex environment.  Desirable  Experience working in government.  Knowledge and experience of the water sector within Australia  Knowledge and experience of the Bureau of Meteorology's water information suite  Knowledge of security principles, practises and applicable standards.  A Product Manager who can balance the customer need with overall project objectives.  Knowledge of security principles, practises and applicable standards.  Technical writing for Work Instructions and Operational Procedures.  Organisational Change Management, and Training experience.  Experience in understanding the AWS Cloud environment.    Criteria The buyer has specified that each candidate must provide a response to each criterion.
