Job description
The Infrastructure Delivery (ID) section within the Observing Systems and Operations (OSO) program requires the services of a Projects Logistics & Support Officer to provide critical planning, coordination and logistics support to enable the effective delivery of infrastructure projects across the Radar, Aviation, Defence, Surface, Flood Warning, Upper Air, Sea Level and Space Weather networks. The position is at the Bureau of Meteorology and located at the Melbourne Office, Victoria. Key duties and responsibilities The Project Logistics Support Officer role is responsible for directly supporting the project managers with the end-to- end acquisition function for goods and services that underpin successful project delivery, including procurement support, purchasing coordination and projects administration support. By establishing consistent delivery practices and improving visibility across the program, the Projects Logistics Support Officer helps build a mature and scalable delivery function, reducing reliance on individual knowledge holders, and allowing Project Managers to focus on stakeholder engagement, planning and the achievement of project outcomes. Responsibilities: Coordinate procurement and purchasing activities across the Infrastructure Delivery section; including: Coordinating, preparation and management of Procurement Registration. Obtain Order of Magnitude of Costs. Statement of Works. Tender Panels and Probity. Stores Reservation Releases. Inventory Management and Control. Monitor Supply Issues. Freight Dispatch Coordination. Monitor Deliveries. Contract Administration. Maintain Procurement List and Contract Registers. PO/Invoice Administration and Reconciliations. Overall monitoring and reporting on the procurement process. Work with Bureau Procurement and Legal groups to confirm applicable processes, ensure timely provision of information, decisions and approvals and maintain forward momentum. Promote continuous improvement by identifying opportunities to streamline related processes, improve governance controls, enhance reporting capabilities, and increase the efficiency and effectiveness of the procurement, purchasing and logistics stages. Liaise effectively with internal stakeholders, project teams, procurement specialists, finance personnel and legal representatives; as well as external vendors and suppliers to support the successful delivery of Infrastructure Delivery project outcomes. Requirements: Role is for 5 days per week and based in Melbourne. Flexible working arrangements, including working from home options on some days of the week are available subject to operational requirements. Australian Citizenship. Proven experience in Procurement/Logistic Activities for 3-5 years (experience with Commonwealth Procurement Rules – CPR would be highly desirable). Demonstrated attention to detail and accuracy in maintaining records, tracking approvals, managing documentation, and coordinating administrative processes. Demonstrated problem-solving skills, with the ability to identify issues, analyse information and implement practical solutions to support project delivery outcomes. Excellent time management and organisational skills, with the ability to manage multiple competing priorities, coordinate activities across a diverse projects program, and deliver accurate, high-quality outcomes within required timeframes. Demonstrated ability to learn quickly and apply new skills, systems and processes, and adapt to changing priorities within a complex and fast paced projects and program delivery environment. Key Performance Indicators 1. Procurement and Contract Administration Procurement documentation prepared and submitted in accordance with agreed timeframes and Commonwealth Procurement Rules (where applicable). Purchase Orders, contracts and procurement actions accurately tracked and maintained. No significant procurement compliance issues attributable to administrative oversight. Procurement status reporting maintained with up-to-date and accurate records. 2. Records and Documentation Management Project records maintained in approved corporate systems with a high degree of accuracy and completeness. Governance, approval and project documentation filed and readily accessible. Audit and assurance activities supported with minimal requirement for document remediation. Document version control maintained across project artefacts. 3. Stakeholder Support and Customer Service Positive feedback from Project Managers and Internal Stakeholders regarding responsiveness and quality of support. Stakeholder enquiries and requests responded to within agreed service standards. Effective coordination between project teams, procurement, finance and operational stakeholders. 4. Quality and Attention to Detail High accuracy rate in reports, procurement documentation and project records. Minimal rework required due to errors or omissions. Compliance with established governance processes and administrative procedures. 5. Time Management and Delivery Multiple competing priorities managed effectively while meeting agreed deadlines. High-quality outputs delivered within required timeframes. Ability to support a diverse program of projects simultaneously without degradation in service quality. 6. Continuous Improvement and Learning Identification and implementation of process improvements in procurements and logistics that increase efficiency, consistency or visibility across the ID section. Contribution to knowledge management and documentation of processes. Demonstrated capability to learn and apply new systems, tools and business processes.
