Manager Delivery Manager

The Australian Electoral Commission (AEC) is seeking to engage a suitably qualified and experienced ICT Delivery Manager to lead delivery of an enterprise Identity and Access Management System. The role will work as part of Agile Delivery Teams to deliver an enterprise capability that brings together authentication and authorisation services to support secure, consistent access management across AEC digital services. Key duties and responsibilities The ICT Delivery Manager will be responsible for leading delivery of the AEC’s Identity and Access Management System, including but not limited to: Working with limited direction and reasonable collaboration, lead a small team(s) to develop plans and schedules that ensure the Identity and Access Management System is delivered in line with the AEC’s methodologies, business need, security requirements and enterprise architecture direction. Delivering an enterprise Identity and Access Management System that provides integrated authentication and authorisation capability, enabling secure, consistent and auditable access to agency systems and services. Managing allocated program/project resources to execute deliverables on time, within budget and to a high quality against scope. Leading agile ceremonies/team meetings effectively identifying and resolving issues, helping to remove impediments, and effectively mitigating and managing risk within agreed tolerances. Communicating effectively with peers and AEC executives to ensure alignment, seek engagement and feedback and highlight successes. Cultivating and maintaining strategic professional relationships with business and, potentially, vendor partners and representatives from other government agencies. Contributing to portfolio/program management and governance practices, including preparing reports and other documentation; assisting with recruitment and procurement activities; and assisting to coordinate business engagement activities. Coordinating business, technical, cyber security and vendor stakeholders to ensure the Identity and Access Management System is implemented as an agency-wide enterprise capability and can transition effectively into ongoing support. Perform additional duties or assume responsibility of functions as directed from time-to-time. The Candidate must have an Active AGSVA Negative Vetting Level 1 clearance.  Criteria The buyer has specified that each candidate must provide a one page pitch to address all criteria specified. This is equal to 5000 characters. Essential criteria 1. • Minimum 5 years’ experience managing ICT projects to deliver to time, cost, quality and scope, preferably including delivery of enterprise identity, access management, security or shared platform capabilities. • Ability to foster team culture and lead small teams, including providing clear direction, effectively oversighting tasks and coaching to build high performance. • Excellent written and verbal communication skills, with the ability to communicate with influence, effectively interpret and synthesise technical information, and interact with people with diverse backgrounds and levels of seniority. • Exceptional stakeholder management skills, with the ability to build strategic relationships and manage expectations across varied stakeholder groups. • Ability to conduct critical analysis and use available information and professional judgement to solve complex problems and implement pragmatic solutions. • Ability to effectively manage high volumes of work and competing priorities, including the ability to adapt and respond to change and manage changing team and stakeholder needs. 2. • Ability to work with limited direction and a strong commitment to working harmoniously within a team to achieve positive results and support the AEC’s strategic direction. • Must have an Active AGSVA Negative Vetting 1 level clearance. 3. Desirable criteria 1. • Tertiary qualifications or industry recognised certification in Management, Project Management, or a similar field. • Demonstrated work experience managing/delivering large-scale ICT transformation programs/projects in an Australian Government setting. • Industry recognised certification or demonstrated work experience in Agile ways of working, such as the Scaled Agile Framework (SAFe) and/or SCRUM. • Proficiency in using a range of commercial off the shelf and bespoke ICT systems and applications including, but not limited to, the Microsoft Suite, Azure DevOps, Miro and Service Now.
