Three Program Manager

CSIRO's Digital Portfolio and Information Management and Technology (IMT) business unit deliver strategic digital, data and technology initiatives that enable CSIRO's organisational priorities, research impact and enterprise performance. The Program Manager leads a defined program of work to deliver measurable outcomes, benefits and organisational change, ensuring alignment with CSIRO strategy, enterprise roadmaps and Digital Portfolio priorities. Working within the Digital Delivery Framework, the role provides leadership across program delivery, governance, assurance, stakeholder engagement, financial management, benefits realisation and performance reporting. The Program Manager works closely with Sponsors, Program Boards, Project Managers, IM&T delivery partners and business stakeholders to support informed decision-making, successful delivery outcomes and the transition of capabilities into business as-usual operations. . Key duties and responsibilities Strategic Alignment of the Program•    Lead a defined digital program of work, ensuring outcomes, benefits, delivery priorities and investment decisions align with CSIRO strategy, relevant enterprise roadmaps and Digital Portfolio priorities.•    Partner with sponsors, business owners and key stakeholders to establish clear objectives, investment rational, success measures, delivery pathways and expected benefits.•    Maintain oversight of program outcomes, benefits realisation and strategic alignment throughout the program lifecycle. •    Support informed decision-making by identifying opportunities, dependencies, constraints and trade-offs that may impact delivery outcomes and lead regular reviews with the Program Sponsor, Program Board and senior stakeholders. Program Leadership •    Define, plan and oversee delivery of program scope, outcomes, benefits, integrated roadmaps and major milestones across multiple projects and workstreams. •       Translate approved program blueprints, business cases and roadmap documentation into executable delivery plans, integrated schedules, workstreams and governance arrangements.•    Establish and maintain fit-for-purpose program artefacts, governance, assurance, risk management, change control and escalation processes in accordance with the Digital Delivery Framework. •    Monitor and manage program risks, issues, dependencies and changes, ensuring timely resolution and appropriate governance oversight. •    Facilitate governance forums, assurance activities, stage gates and decision points, providing recommendations and decision support to sponsors and governance bodies.•    Ensure successful transition of program outcomes into operational and business-as-usual environments.  Resource Leadership •    Manage program budgets, forecasting, resource planning and financial performance in accordance with organisational policies and governance requirements. •    Oversee procurement activities, vendor relationships and commercial arrangements to support delivery objectives and value for investment. •    Ensure the availability of appropriate capability, capacity and resources required to successfully deliver program outcomes. •    Lead and develop multidisciplinary teams, fostering accountability, collaboration, continuous improvement and high performance. •    Embed lessons learned, assurance outcomes and improvement opportunities into ongoing delivery practices to strengthen delivery maturity.  Influence and Communication •    Build trusted relationships across business, technology, research and delivery communities to support successful program outcomes. •    Influence senior stakeholders, sponsors and governance bodies through clear, evidence-based advice, reporting and recommendations.•    Lead stakeholder engagement, communication, organisational readiness and change activities to support adoption and benefits realisation.•    Provide clear and timely reporting on program performance, benefits, risks, issues, dependencies, financial position and delivery progress. •    Contribute to portfolio transparency and decision readiness through the effective use of reporting, metrics and portfolio management practices.•    Promote a culture of customer focus, collaboration, integrity, safety and continuous improvement consistent with CSIRO values and expectations.•    Adhere to the spirit and practice of CSIRO’s Code of Conduct, Health, Safety and Environment plans and policies, Diversity initiatives and Zero Harm goals. Required Skills and Experience 1.    Demonstrated achievement with a minimum of 10 years in senior advisory and leadership roles in digital transformation, program delivery, portfolio governance, enterprise technology, data and digital services, cyber, infrastructure, enterprise applications or solutions delivery. Demonstrated experience in undertaking successful Program mobilisation. 2.    Strategic Program Leadership Demonstrated experience leading large-scale and complex digital, data, technology, cyber or enterprise transformation programs, aligning delivery outcomes, benefits and investment decisions with organisational strategy, enterprise roadmaps and portfolio priorities. 3.    Program Delivery and Benefits Realisation Demonstrated ability to translate program blueprints and roadmap documentation into executable programs of work. Demonstrated ability to define, govern and deliver program scope, outcomes, benefits, success measures and delivery roadmaps, while managing interdependencies across multiple projects, workstreams and stakeholders and transition to support or business-as-usual operations.  4.    Governance, Assurance and Decision Support Demonstrated experience establishing and applying effective governance, assurance and control frameworks, including stage gates, health checks, escalation pathways, change control, risk management and decision-support mechanisms. 5.    Stakeholder Influence and Change Leadership Proven ability to build trusted relationships, influence senior stakeholders and lead organisational change across complex environments, balancing competing priorities and driving stakeholder commitment to program outcomes. 6.    Financial, Commercial and Resource Management Demonstrated experience managing program budgets, forecasting, resource planning, procurement activities, vendor relationships and commercial outcomes to achieve agreed program objectives. Experienced in handling > $10m per annum programs. 7.    People Leadership and Delivery Maturity Demonstrated ability to lead multidisciplinary and geographically dispersed teams, fostering accountability, collaboration, continuous improvement and delivery maturity, while embedding lessons learned and assurance outcomes into delivery practices. 8.    Reporting, Insights and Performance ManagementDemonstrated capability to use program management frameworks and practices, delivery metrics, reporting tools and data-driven insights to provide visibility of program performance, risks, dependencies, benefits, financial position and decision readiness. 9.    Security Clearance Ability to obtain and maintain AGSVA Baseline or greater security classification. 10.    Desirable - Demonstrated experience working within Australian Government agencies, public sector organisations, and/or research institutions, with a strong understanding of governance frameworks, compliance requirements, stakeholder engagement, and organisational operating environments.
