Job description
This engagement is required to support the continued enhancement of CliDE Stage 2 Quality Control functionality, as well as the development of training materials for the next round of national CliDE training. This training will focus on Stage 1 and Stage 2 Quality Control and will be delivered in-country. The first workshop is scheduled for February 2027 in Palau. Additional refinements to both CliDE are expected to continue into April and May, recognising that Fiji's operational requirements are likely to differ from those of other participating countries and may require tailored enhancements. The goal being to have a mature CliDE Stage 1 and Stage 2 QC training program in place before COSPPac4 or WMO DREW This position is required to improve the routine collection, archival and application of station based climatic and oceanographic data through a climate data management system (CDMS) to enable Pacific national meteorological and hydrological services (NMHSs) to develop and deliver a wide range of routine and specialised climate services. The Climate and Oceans Support Program in the Pacific (COSPPac) currently in phase 3 is a major component of the assistance provided by Australia to enable 15 partner Pacific Island countries and territories (Palau, Federated State of Micronesia, Marshall Islands, PNG, Solomon Islands Vanuatu, Fiji, Tonga, Niue, Samoa, Tokelau, Cook Islands, Nauru, Kiribati and Tuvalu) adapt to, and mitigate, the impacts of climate variability and change. The COSPPac 3 CliDE project Pacific Data Management Expert will contribute to the development and maintenance of a Climate Data for the Environment CDMS known as CliDE as well as provide CliDE data management training in selected Pacific Island countries. The data management expert will be required to work with the Pacific Climate Services Technical Science Lead, CliDE software developers and Pacific NMHSs to enhance CliDE to better archive, quality control and produce basic climate and oceanographic products. The task will involve determining Pacific NMHS and NMHS stakeholder needs and designing product specifications using World Meteorological Organization (WMO) and Bureau of Meteorology data management knowledge. Specific tasks include but are not limited to designing an automated quality control module based on the Bureau's Quality Monitoring system and designing products that allow NMHSs to generate/dispatch WMO coded messages (e.g. SYNOP). These tasks require detailed knowledge of manual and automated meteorological observations systems and advanced data management/data quality assurance knowledge. The Pacific Data Management Expert will have experience working with data management/quality assurance at the Bureau, experience working in developing countries and territories and experience providing general data management and CDMS user training. Undertaking interstate and/or international travel is optional but highly recommended for the success of the project. An experienced data management expert is required to support the COSPPac CliDE project team deliver climate data management services to enable Pacific National Meteorological Services (NMSs) to archive and quality control climate and ocean data and metadata and provide basic climate products and services for NMS and NMS stakeholder use. Key duties and responsibilities Engage with COSPPac partner country NMHSs representatives to determine data management needs in their countryProvide data management guidance and support to assist with CliDE maintenance/development.Test and provide feedback on new and improved features in CliDE.Assist with the rescue and/or archival of Pacific meteorological and ocean data and format data to CliDE requirements.Develop relevant CliDE user training material and contribute to the delivery of this material via workshops and/or attachments.Provide and maintain CliDE user and promotion documentation/material.Comply with all Bureau work, health and safety policies and procedures, and take reasonable care for your own health and safety and that of employees, contractors and visitors who may be affected by your conduct.Be aware of, and apply as necessary, the principles and practices of the various elements of the Bureau’s Social Justice Strategy. The Candidate will have:Significant experience as a meteorological observer including experience as a data management/quality assurance specialist at the Bureau of Meteorology.Experience improving data management in developing countries including knowledge of WMO guidelines with reference to climate data management.Experience developing general and CDMS specific training material as well as experience delivering data management training.Sound inter-personal skills and the ability to liaise with internal (within the Bureau) and external stakeholders (NMHSs, COSPPac implementation partners and WMO). Demonstrated team working skills and experience of working in a team framework are essential. The availability to travel internationally, if necessary, would be an advantage.Demonstrated time management skills and self-motivation, and the ability to work autonomously with minimal supervision to meet deadlines.Knowledge and understanding of the Bureau's Social Justice Strategy and a commitment to apply it in the workplace.Acceptance Requirements Additionally, the following additional acceptance requirement apply to this procurementMeet the functional intent and content expectations as outlined in detailed requirementsBe reviewed and endorsed by the CliDE project teamInclude editable formats for all training and documentation deliverablesIf the Bureau requires the Supplier to travel to perform the deliverables under this Contract: Travel must be pre-approved in writing by the BureauThe Bureau will be responsible for the costs of flights and accommodation that are arranged by the Bureau or through the Bureau's travel provider.If the Bureau or Bureau's travel provider cannot make travel arrangements, expenses incurred by the supplier may be claimed as detailed in Additional expenses section below. Additional expenses To avoid doubt, and without limitation, the Supplier is not entitled to any payment in addition to the contract price unless and except to the extent that the cost is approved in writing by the Bureau before it is incurred, and the cost is incurred in accordance with the following:Travel ExpensesWhere the Supplier is required to travel interstate or internationally for Bureau purposes, the Bureau will pay travel costs as follows:a. the cost of air travel, the cost of accommodation, and incurred and substantiated transit costsb. if an overnight stay is required, the cost of meals and other incidental expenses by the following: i. Reimbursement Method - in which case, the Supplier must submit a correctly rendered invoice for those costs, together with supporting receipts and other travel documentation and evidence as reasonably required by the Bureau. The Bureau will reimburse meals and incidental expenses up to an amount of $140 per day or another reasonable amount approved by the Bureau delegate. ii. Per-Diem Allowance Method - of up to $140 (GST Inclusive) as shown in the Per-Diem Allowance Rate table below for each night of an overnight stay in accordance with clause 3 below. Accommodation The Bureau will pay the cost of accommodation except in circumstances where the accommodation provider does not accept credit card payment on arrival or electronic payments in advance and the Supplier must pay cash on arrival, in which case the Bureau may pay the confirmed cost of the accommodation to the Supplier at least 3 days in advance of the Supplier's arrival at the accommodation on the following conditions: a. the Bureau must book the accommodation itself or through its travel provider on the Supplier's behalf; b. the Supplier must stay in accommodation which is the same as or lower cost than accommodation which is used by Bureau staff; c. a notice of reservation must be received by the Bureau stating the confirmed cost of accommodation before advance payment will be made; d. If the accommodation is cancelled or postponed (for any reason whatsoever) the Supplier must reimburse the Bureau the full amount of the advance payment within 5 business days of cancellation or postponement. If the length of the trip is reduced (for any reason whatsoever) the Supplier must reimburse the Bureau a pro rata amount equivalent to the number of nights the accommodation was not required within 5 business days of the reduction becoming know to the Supplier of the Bureau; and 3. Incidental Expenses a. Where no overnight stay is required (for example, day trips) the Bureau will not cover the cost of meals or incidentals either by the Reimbursement Method or the Per-Diem Allowance Method. b. The Incidental Expenses Method the Supplier intends to use must be approved by the Bureau in advance and prior to the Suppliers departure for each trip. c. If the Per-Diem Allowance Method is used the following applies: i. Any meals or incidental expenses incurred over the Per-Diem Allowance Rate will not be reimbursed by the Bureau. ii. The Per-Diem Allowance Rate includes the cost of meals and incidental expenses. Incidental expenses include laundry, dry cleaning, local taxi fares and other reasonable and necessary expenses. iii. Where the Supplier's itinerary includes 'free meals', for example, meals provided at conferences and workshops, or breakfast as part of the accommodation rate, the Per-Diem Allowance will be discounted as shown in the Per-Diem Allowance Rate table above. iv. The Per-Diem Allowance will be adjusted in accordance with the Per-Diem Allowance Rate table for meals required on arrival or departure days depending on the time of arrival or departure as reasonably determined by the Bureau. v. The Bureau may pay the Per-Diem Allowance to the Supplier in advance of the scheduled trip in its sole discretion. If the trip is cancelled or postponed (for any reason whatsoever) the Supplier must reimburse the Bureau the full amount, or if the length of the trip is reduced (for any reason whatsoever) a pro rata amount, of the advance payment within 5 business days of cancellation, postponement or length reduction. d. All travel expenses claimed by the Supplier should be reasonable, take into account public perception and be an appropriate use of public money whichever Incidental Expenses Method is used. e. The Supplier must ensure that it complies with all relevant Bureau policies while travelling and when claiming expenses.
